A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD URGING THE ADOPTION OF STATE
LEGISLATION TO MAKE IMPROVEMENT DISTRICT
NO. 4 INDEPENDENT OF THE KERN COUNTY WATER
AGENCY.
WHEREAS, pursuant to the request of California Assemblyman
Don Rogers, the Legislative Coun~sel of the State of California
has drafted legislation to remove the existing Improvement District
No. 4 from the Kern County Water Agency and make it an independent
agency to be known as the Urban Bakersfield Water District; and
WHEREAS, Improvement District No. 4 presently includes
within its boundaries much of the City of Bakersfield; and
WHEREAS, the residents of the City of Bakersfield and
those property owners within Improvement District No. 4 could be
served best by a water district independent of the Kern County
Water Agency; and
WHEREAS, the City Council of the City of Bakersfield
has, in the past, recommended and now urges that Improvement
District No. 4 be separated from the Kern County Water Agency.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield that:
1. The City Council of the City of Bakersfield recommends
and urges the introduction and adoption of State legislation to
permit changing the existing Improvement District No. 4 into a
water district independent of the Kern County Water Agency to be
known as the Urban Bakersfield Water District.

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on the 31st day of March, 1982, by
the following vote:
