A RESOLUTION FOR THE ADOPTION OF THE'COM-
MERCIAL REVITALIZATION PP.0GRA}~ FOR CERTAIN
COMj~.FRCIAL AREAS OF T}~E CITY OF BAFERSFIELD.
WHEREAS, the City Council of the City of Bakersfield
recognizes the need to revitalize the older business districts
in the City; and
I~tEREAS, the City can play a vital role as catalyst
for such an effort; and
WHEREAS, such efforts would be of mutual benefit to
the people and would protect the health and welfare, and safety
of the entire City; and
I~E~FAS, a major element of any Comprehensive Redevelop-
ment Plan is a Commercial Revitalization Program;'and
~IOW, THEREFORF, BE IT RESOLVED by the Bakersfield
City Council as follows:
1. The Bakersfield City Council hereby adopts the
proposed Commercial Revitalization Program as a major element of
the redevelopment effort.
2. The Bakersfield City Council hereby directs that the
elements included in the Commercial Revitalization Program shall
become the guidelines and mechanisms utilized by the staff to im-
plement the program.
3. The Bakersfield City Council stipulates that in
order to insure that the Program will not disburse funds' in the
downtown target area to structures slated for removal, recycle,
or other major modification, final approval oflatlapplications
withintheRedevelopment P~oject Area will not occur prior to
'Completion of the other elements of the'Redevelopment Plan.
4. The Bakersfield City Council stipulates that a
loan ~eview committee comprised of the Building Director, Finance
Operations, Manager and the Economic Development Coordinator, or
their designees, shall function as the approving body for applica-
tions received under this Program. The decision of this committee
shall be final.
APPROVED AND ADOPTED by the Bakersfield City Council
this 31st day of March, 19'82
