A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD REQUESTING THE BOARD OF SUPERVISORS
OF THE COUNTY OF KERN TO ORDER THE CONSOLIDATION
OF A SPECIAL MUNICIPAL ELECTION FOR THE PURPOSE
OF SUBMITTING TO THE ELECTORS OF THE CITY AN
AMENDMENT TO THE CHARTER OF THE CITY OF
BAKERSFIELD WITH THE STATE OF CALIFORNIA
DIRECT PRIMARY ELECTION TO BE HELD ON TUESDAY,
JUNE 8, 1982, SETTING FORTH THE EXACT FORM OF
THE MEASURE TO BE VOTED UPON AT SUCH ELECTIONS
AS THE SAME IS TO APPEAR ON THE BALLOT.
WHEREAS, Section 23302 of the Elections Code of the
State of California provides that whenever an election called by
a city for the submission of any proposition is to be consolidated
with a statewide election, and such proposition is to appear upon
the same ballot as that provided for such statewide election, the
City shall, at least eighty-eight (88) days prior to the date of
the election, file with the Board of Supervisors, and a copy with
the County Clerk, a resolution requesting such consolidation and
setting forth the exact form of any proposition to be voted upon
at such election, as the same are to appear on the ballot; and
WHEREAS, on the 20th day of January , 19 82 ,
this Council did pass and adopt Resolution No. 2-82 , calling
the Special Municipal Election for the Purpose of Submitting to
the Electors of the City an Amendment to the Charter of the City
of Bakersfield, (hereinafter called "Special Municipal Charter
Amendment Election"), to be held in the City of Bakersfield on
Tuesday, the 8th day of June, 1982; and
WHEREAS, it is the desire of this Council that the
Special' Municipal Charter Amendment Election be consolidated with
the State of California Direct Primary Election to be held on
Tuesday, the 8th day of June, 1982.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield as follows:
1. That the Board of Supervisors of the County of Kern
is hereby requested to make an order, pursuant to Section 23302
of the Elections Code of the State of California, consolidating
the Special Municipal Charter Amendment Election called for June
8, 1982, with the State of California Direct Primary Election to
be held on the same date.
2. That the form of the City of Bakersfield Measure to
be voted upon within the City at said consolidated election, as
the same is to appear on the ballot, is as follows:
CITY OF BAKERSFIELD MEASURE A
Shall the Charter of the City of
Bakersfield be amended to provide that the
general municipal election of council-
members be held in November'rather than
in March, except as may otherwise be
provided by ordinance to coincide with
school elections, and that the terms of
councilmembers who took office in March,
1979 be extended to November, 1983 and
that the terms of councilmembers who took
office in March, 1981 be extended to
November, 19857..

3. That said Board of Supervisors is further requested
to provide that within the City of Bakersfield, the election
precincts, polling places and voting booths shall, in every case',
be the same and there shall be only one set of election officers
in each of the precincts established in the City for said City
election and the Direct Primary election and that the exact form
of the measure to be voted upon shall be as set forth in each
ballot to be used at said elections within the City of Bakersfield.
4. That said Board of Supervisors is further requested
to cause the measure to be printed upon each of the ballots to be
used in the City of Bakersfield for Special Municipal Charter
Amendment Election as requested, within the City, including
absent voter ballots. Said Board is further requested to cause
to be set forth said measure on all sample ballots relating to
said City election, and to mail to the qualified electors within
the City said sample ballots and voters pamphlets and arguments,
if any, relating to said election, all in the time and in the
form required by law, and to provide absent voter ballots for
said election for use by electors of the City of Bakersfield who
may be entitled thereto in the manner provided by law.
5. That the Board of Supervisors of the County of Kern
is hereby authorized to canvass or cause to be canvassed the
returns of said Special Municipal Charter Amendment Election and
are requested to certify the results of the canvass of said returns
to the Council of the City of Bakersfield, who shall thereupon
declare the results thereof.
6. That the City Clerk is hereby directed to transmit
and file certified copies of this resolution with the Board of
Supervisors of Kern County and the County Clerk of Kern County as
required by Section 23302 of the Elections Code of the State of
California.

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on the 20th day of January ,
19 82 , by the following vote:
