HomeMy WebLinkAboutRES NO 69-80RESOLUTION NO. 69-80 A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD APPROVING THE APPLICATION FOR GRANT FUNDS UNDER THE SOLID WASTE MANAGEMENT ACT OF 1980. WHEREAS, the Legislature of the State of California has enacted the State Solid Waste Management Act of 1980 which provides funds to certain entities for litter cle~nup, litter law enforcement, public awareness and purchase of litter receptacle; and WHEREAS, the State Solid Waste Management Board has been dele- gated the responsibility for the'administration of the program~ setting up necessary procedures governing application for local agencies under the program; and WHEREAS, said procedures established by the State Solid Waste Board require the applicant to certify the approval of-applications prior. to submission of said application to the State. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Bakersfield 1) Approves the filing of an application for funding under the State Solid Waste Management. Act Fund; and 2) Certifies that said agency understands the general pro- visions of the grant agreement; and 3) Authorizes the Director of Public Works as agent of the City of Bakersfield to conduct all negotiations, execute and submit all documents including but not limited to applications, grant agreements, amendments and payment requests, which may be necessary for the completion of the aforementioned program. o0o I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the Council of the City of Bakersfield at a regular meeting thereof held on the 5th day of November, 1980, by the following vote: kYES: E , , t' ';, z:.: ~1, MEANS, MILLER, PAYNE, RATTY, STRONG ABSENT: COUNCILMEN: ABSTAINING: COUNCILMEN: ~ 2 H. The past litter control program in the City of Bakersfield has been limited to removal of litter from parks by the Public Works Depart- ment. Funding for this program has been from the City's General Tax Revenue. For the past two years State Litter Cleanup Funds have been used to expand out program to include litter removal on median islands and right-of-ways of major streets and cleanup of recreational areas after major events. State Funds have also been used by the Police Department to increase their litter enforcement throughout the City and on i~ajor streets leading to the Sanitary Landfill.
