HomeMy WebLinkAboutRES NO 62-80RESOLUTION NO. 62-80 A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD REQUESTING THE PUBLIC UTILITIES COMMISSION TO REQUIRE PACIFIC GAS AND ELECTRIC COMPANY TO REFUND LIFELINE ENTITLEMENTS AND TO INCREASE THE RESIDENTIAL AIR CONDITIONING LIFELINE ALLOWANCE AT TIER I LEVEL. WHEREAS, the recent P.G. and E. bills received by a vast majority of residential users of electricity in the Bakersfield area have drastically increased to a degree, where, in some instances, the electric bill exceeds the monthly mortgage payment on the residence; and WHEREAS, Tier I Lifeline Allowances were adopted to provide residential users of electrical service with affordable electricity for essential uses; and WHEREAS, the current Tier I Lifeline Allowance for summer air conditioning in the Bakersfield area is inadequate to provide affordable residential electricity for users of air conditioners; and WHEREAS, the Tier I Lifeline Allowance for summer air conditioning use in the Bakersfield area is only approximately fifty percent of the Tier I Lifeline Allowance for winter heating in the San Francisco area; and WHEREAS, the residents of the Bakersfield area are not receiving similar advantages on their P.G.and E. bill from the Tier I Lifeline Allowance as residents of other communities; and WHEREAS, a significant number of eligible residential users of electricity in the Bakersfield area did not or have not received the current Lifeline Allowance from the time of its effectiveness; and WHEREAS, those residential users eligible to receive the Lifeline Allowance desire to receive the benefits of such allowance retroactive to May 1, 1979. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF BAKERSFIELD THAT: 1. The Public Utilities Commission is requested to require P.G.and E. to refund retroactive to May 1, 1979, over- payments based upon application of the Lifeline Allowance to all residential users who, except for notification, otherwise qualified for such rates. 2. The Public Utilities Commission investigate and modify the summer air conditioning Lifeline Allowance for the Bakersfield area by increasing the Tier I air conditioning Life- line Allowance so that Bakersfield's residential users of electricity may receive affordable service for essential uses. o0o I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the Council of the City of Bakersfield at a regular meeting thereof held on the 8th day of October, 1980, by the following vote: AYES: COUNCILMEN BARTON, CHRiSTENSEN, MEANS, MILLER, PAYNE, RAT'J'Y, STRONG i',~S: COUNCILMEN~ __ A~OVP.
