A RESOLUTION OF THE COUNCIL OF THE CITY. OF
BAKERSFIELD AUTHORIZING THE CITY'S SUBMISSION
TO THE UNITED STATES DEPARTMENT 0F HOUSING AND
URBAN DEVELOPMENT OF AN URBAN DEVELOPMENT ACTION
GRANT (UDAG) APPLICATION FOR FUNDS TO ASSIST IN
ECONOMIC AND PHYSICAL REVITALIZATION OF A PORTION
OF THE DOWNTOWN BAKERSFIELD REDEVELOPMENT PROJECT
AREA
WHEREAS, the City Council authorized the submission of a
UDAG pre-application on January 29, 1980; and
WHEREAS, this application was transmitted to the State
Clearinghouse and the Area-wide Clearinghouse (Kern County Council
of Governments) pursuant to Section 570,455(d)(1) of the Urban
Development Action Grant Regulations; and
WHEREAS, the City of Bakersfield is now submitting a
formal grant application requesting $7,500,000 in funds to be used
to achieve physical and economic revitalization of a portion of the
Downtown Bakersfield Redevelopment Project area; and
WHEREAS, the proposed Retail Center development is covered
by the Redevelopment Plan for the Downtown Bakersfield Redevelop-
ment Project area for the City of Bakersfield, and is in confor-
mance with both the Redevelopment Plan for the Downtown BakerSfield
Redevelopment Project and the General Plan for the City of Bakersfield;
and
WHEREAS, a Subsequent Environmental Impact Report covering
the Retail Center Project (prepared pursuant to the California
Environmental Quality Act of 1970, as amended) was prepared and
certified in connection with the amendment of the Redevelopment
Plan for the Downtown Bakersfield Redevelopment Project; and
WHEREAS, a duly_.noticed public hearing was held for
review of this formal UDAG application on July 22, 1980, at which
time all persons were given the opportunity to be heard;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
CITY OF BAKERSFIELD AS FOLLOWS:
1. The City Council hereby authorizes the submission to
the United States Housing and Urban Development Depar.tment of a
formal Urban Development Action Grant Application for $~,500,000 to
assist in physical and economicrevitalization as it-relates to the
Downtown Bakersfield Redevelopment Project; and
2. The City Manager is hereby authorized. to execute and
~submit the Urban Development Action Grant Application to the
United States Housing and Urban Development Department.

I HEREBY CERTIFY that the foregoing Resolution was passed
