RESOLUTION OF THE COUNCIL OF THE
CITY OF BAKERSFIELD DECLARING THAT
IT HAS REVIEWED, EVALUATED AND
CONSIDERED THE REPORT ON THE COST/
REVENUE IMPACT OF THE KERN CITY NO. 1
ANNEXATION DEVELOPMENT PROPOSAL AND
FINDS IT TO BE ACCEPTABLE IN TERMS
OF ITS FISCAL SUITABILITY FOR MUNICIPAL
SERVICES IF ANNEXED TO THE CITY OF
BAKERSFIELD.
WHEREAS, Quad Consultants and Diametrics, hereinafter re-
ferred to as CONSULTANT, has prepared a Cost/Revenue Impact
System (CRIS) for the City of Bakersfield;
and
WHEREAS, the contract allowed the City Development Services
Department, hereinafter referred to as STAFF, to submit an annex-
ation proposal to test and fully implement the CRIS Model prior
to its approval as a fiscal evaluation technique of future annex-
ations and development;
and
WHEREAS, the STAFF submitted such a schedule for a nearly
fully developed area of 25.7 acres known as the Kern City No. 1
Annexation to the CONSULTANT for processing;
and
WHEREAS, after processing, the STAFF is satisfied that in
accordance with information developed as a result of utilizing
the CRIS Model the Kern City No. 1 Annexation will not become a
financial liability in terms of net costs and revenues accruing
to the City of Bakersfield under normal household occupancy.
NOW, THEREFORE, THE CITY COUNCIL HEREBY DETERMINES, FINDS
AND RESOLVES that the Kern City No. 1 Annexation proposal is
acceptable in terms of its economic impact upon municipal services
and that it will not become a financial liability provided that
current occupancy and land use levels are maintained as studied.
I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on the 14th day of October, 1981, by
the following vote:
