HomeMy WebLinkAboutRES NO 77-81RESOLUTION NO. 77-81 RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD DECLARING THAT IT HAS REVIEWED, EVALUATED AND CONSIDERED THE REPORT ON THE COST/ REVENUE IMPACT OF THE PANAMA LANE NO. 3 ANNEXATION DEVELOPMENT PROPOSAL ~ND FINDS IT TO BE ACCEPTABLE IN TERMS OF ITS FISCAL SUITABILITY FOR MUNICIPAL SERVICES IF ANNEXED TO THE CITY OF BAKERSFIELD AND DEVELOPED AND OCCUPIED ACCORDING TO THE PRO- JECTED SCHEDULE CONTAINED IN THE REPORT. WHEREAS, Quad Consultants and Diametrics, hereinafter re- ferred to as CONSULTANT, has prepared a Cost/Revenue Impact System (CRIS) for the City of Bakersfield; and WHEREAS, the contract allowed the City Development Services Department, hereinafter referred to as STAFF, to submit a pro- posed development schedule to test and fully implement the CRIS Model prior to its approval as a fiscal evaluation technique of future annexations and development; and WHEREAS, the STAFF submitted such a schedule approved by the applicant requesting annexation of approximately 520 acres known as the Panama No. 3 Annexation to the CONSULTANT for processing; and WHEREAS, after two processing applications, the STAFF is satisfied that in accordance with information developed as a result of certifying the CRIS Model, the Panama No. 3 Annexation will not become a financial liability in terms of net costs and revenues accruing to the City of Bakersfield upon project com~ pletion and the assumption that normal household occupancy and commercial and industrial activity and employment will occur during the projected development period. -2- NOW, THEREFORE, THE CITY COUNCIL HEREBY DETERMINES, FINDS AND RESOLVES that the Panama Lane No. 3 Annexation proposal is acceptable in terms of its economic impact upon municipal services and that it will not become a financial liability provided that scheduled development, occupancy and employment for residential, commercial and industrial uses occur within the time schedule utilized in evaluating the proposed annexation. I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the Council of the City of Bakersfield at a regular meeting thereof held on the 14th day of October, 1981, by the following vote: A'~ES,.
