RESOLUTION OF THE COUNCIL OF THE
CITY OF BAKERSFIELD DECLARING THAT
IT HAS REVIEWED, EVALUATED AND
CONSIDERED THE REPORT ON THE COST/
REVENUE IMPACT OF THE PANAMA LANE
NO. 3 ANNEXATION DEVELOPMENT PROPOSAL
~ND FINDS IT TO BE ACCEPTABLE IN
TERMS OF ITS FISCAL SUITABILITY FOR
MUNICIPAL SERVICES IF ANNEXED TO THE
CITY OF BAKERSFIELD AND DEVELOPED
AND OCCUPIED ACCORDING TO THE PRO-
JECTED SCHEDULE CONTAINED IN THE
REPORT.
WHEREAS, Quad Consultants and Diametrics, hereinafter re-
ferred to as CONSULTANT, has prepared a Cost/Revenue Impact
System (CRIS) for the City of Bakersfield;
and
WHEREAS, the contract allowed the City Development Services
Department, hereinafter referred to as STAFF, to submit a pro-
posed development schedule to test and fully implement the CRIS
Model prior to its approval as a fiscal evaluation technique of
future annexations and development;
and
WHEREAS, the STAFF submitted such a schedule approved by the
applicant requesting annexation of approximately 520 acres known
as the Panama No. 3 Annexation to the CONSULTANT for processing;
and
WHEREAS, after two processing applications, the STAFF is
satisfied that in accordance with information developed as a
result of certifying the CRIS Model, the Panama No. 3 Annexation
will not become a financial liability in terms of net costs and
revenues accruing to the City of Bakersfield upon project com~
pletion and the assumption that normal household occupancy and
commercial and industrial activity and employment will occur
during the projected development period.

NOW, THEREFORE, THE CITY COUNCIL HEREBY DETERMINES, FINDS
AND RESOLVES that the Panama Lane No. 3 Annexation proposal is
acceptable in terms of its economic impact upon municipal services
and that it will not become a financial liability provided that
scheduled development, occupancy and employment for residential,
commercial and industrial uses occur within the time schedule
utilized in evaluating the proposed annexation.
I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on the 14th day of October, 1981, by
the following vote:
