RESOLUTION OF THE COUNCIL OF THE
CITY OF BAKERSFIELD DECLARING THAT
IT APPROVES THE COST/REVENUE IMPACT
SYSTEM (CRIS) AS A PROCEDURE IN
EVALUATING THE FISCAL IMPACT OF
FUTURE ANNEXATIONS TO AND DEVELOP-
MENT IN THE CITY OF BAKERSFIELD.
WHEREAS, a Cost/Revenue Impact System hereinafter known as o
the CRIS Model has been prepared for the City of Bakersfield by
Quad Consultants and Diametrics, Inc., hereinafter referred to as
CONSULTANT;
and
WHEREAS, the CRIS Model has been tested with two distinctly
different applications representing pending annexation re-
quests -- the first known as Panama Lane No. 3 Annexation repre-
senting an agricultural area approved for urban development with
residential, industrial, and commercial development scheduled
over an 18-year period and the second known as Kern City No. 1
Annexation representing an existing developed area;
and
WHEREAS, after a CRIS computer run of the Panama Lane No. 3
Annexation development schedule, and utilization of City policies
and standards, and a CRIS computer run of the Kern City No. 1
Annexation proposal, it has been determined by the staff of the
Development Services Department that revenues are greater than
costs for municipal services for each such annexation, provided
that development schedules and land use and residential occupancy
occur as projected;
and
WHEREAS, the City of Bakersfield Development Services
Department has been assured by the Consultant that the CRIS Model
is operational and can be used for evaluating the fiscal impact
of future annexations and developments provided that the Depart-
ment is provided the necessary information to prepare development
schedules from annexation and development applicants.

NOW, THEREFORE, THE CITY COUNCIL HEREBY DETERMINES, FINDS
AND RESOLVES that the CRIS Model is acceptable for the evaluation
of fiscal impacts of proposed development annexations to the City
of Bakersfield, subject to the continued performance by the
Consultant of each term and condition of Agreement No. 80-201.

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on the 14th day of October, 1981, by
the following vote:
