A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD EXPRESSING SUPPORT FOR LEGISLATION
REMOVING THE RESTRICTIONS AND PROHIBITIONS
ON THE USE OF NATURAL GAS IN UTILITY POWERPLANTS.
WHEREAS, it is in the national security and national
economic interest to promote the policy of the government of the
United States to reduce the nation's dependence on imported oil;
and
WHEREAS, Section 301 of the Powerplant and Industrial
Fuel Use Act contains prohibitions and restrictions on the use
of natural gas as a utility powerplant fuel; and
WHEREAS, the complete development of alternate fuels
technologies are subject to technical, financial, environmental,
site and social constraints and as a result fuels from these
projects may not be available on a commercial basis for several
years; and
WHEREAS, domestic natural gas reserves are estimated
to be sufficient to last for at least several decades at the
current rate of consumption; and
WHEREAS, implementation of Section 301 will impose a
host of new costs upon electric utility customers; and
WHEREAS, natural gas is a cheaper, cleaner fuel than
fuel oil; and·
WHEREAS, the United States needs to utilize all available
resources in order to achieve energy independence at the earliest
possible time.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield, State of California, that it does' h~r~by
express its strong support for federal legislation which will
'repeal Section 301 of the Powerplant and Industrial Fuel Use Act,
thereby permitting the use of natural gas as a transitional utility
powerplant fuel until such time as alternate or renewable sources
are available for the commercial generation of electric energy.

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on the 20th day of May, 1981, by the
