WHEREAS, a series of three complaints were filed by
Russell E. Craig, Alice Day and Claude Banks, respectively, with
the Civil Service Commission for the Police Department of the City
of Bakersfield, charging Horace V o Grayson, Chief of Police of the
City of Bakersfield, with certain violations of the Charter of said
City, and
Said charges so filed by said Alice Day and Claude Banks
were duly disposed of by said Civil Service Commission after motions
were duly made and' ~a~.~gue~: by the respective parties through their
attorneys, and
In the matter of the charges brought against said Horace Vo
Grayson by said Russell E. Craig, the Civil Service Commission made
its findings of facts and its conclusions, which have been duly
studied by this Council, together with the testimony offered in said
case, and this Council has adopted as its conclusions, the conclus-
ions of the Civil Service Commission, which read as follows:

That the activities of HORACE'V. GRAYSON with relation
to his investments are not a violation of Section
(239) 19 of the city charter so long as said activities
do not interfere with or prevent him from devoting
himself to his primary duties as Chief of Police.

That this hearing was not sought on the basis of any
sound, reasonable or legal ground, and the complaint
to oust the Chief of Police, HORACE Vo GRAYSON, was
made to impede the members of the Police Department
in the performance of their official duties, to the
detriment of the citizens of the City of Bakersfield;
all of which was an abuse of the princ'iples of civil
service procedure Q
That HORACE V. GRAYSON is not guilty of the charges
mentioned in the complaint and should not be relieved
of his duties as Chief of Police of the Bakersfield
Police Department.
That with the exception of the charges relating to
his private investment activities contained in Para-
graph Six of the Bill of Particulars of Complainant,

and
all the acts and conduct of~ HORACE V~ GRAYSON' that
were made the basis. of the charges and allegations
contained in Russell Elvin~ Craig" s complaint. against
said Horace V. Grayson, were found to be acts~ and
courses of conduct properly done in the performance
Of his official duties as Chief of' Police of the City
of Bakersfield, and said charges and allegations' con-
stituted an attempt to improperly interfere with the
official duties and activities of 'HORACE V-. GRAYSON
as Chief of the Bakersfield. Po~ice Department,
Certain obligations have been incurred 'by 'the 'employment of
S. Barney Bill, an· attorney at law of' the ~irm of Deadrich, Gill .&
Bates, for the .defense of said cha~ges 'against' said Horace V. Grayson
in the sum of $.1~.~0 , which sum this Council finds,. after due
investigation, is a reasonable sum to~be. paid as attorney fees in
said cases.
NOW, THEREFORE, IT IS HEREBY 'RESOLVED, that ·this Council
does hereby authorize the. payment .of .said sum .to S. Barney 'Gill and
Deadrich, Gill & Bates, attorneys at law, in full payment ~or their
services in the cases above referred to.
