HomeMy WebLinkAboutRES NO 32-54RESOLUTION' N0. ~-~1~ RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD DECLARING RESULTS OF SPECIAL MUNICIPAL ELECTION HELD IN SAID CITY JUNE 8, 1954. WHEREAS, this Council, by resolution, called and provided for the..holding of a special election within,the City of Bakersfield on June 8, 1954 for the purpose of submitting to the qualified voters of said City the following propositions: Proposition No,. 1 (A) "Off-Street Vehicular Parking. Adds Sections 33.1, 33.2 and 33.3 to the Bakersfield City Charter. These three sections authorize the City of' Bakersfield to acquire and construct off. street vehicular parking places and authorize the City Council to issue revenue bonds to pay the costs Of such." Proposition No. 2 (B) "Amends Section 43 (a) of the Bakersfield City Charter to provide the waiving, by the City Council, of residential requirements to fill vacancies in the service of the city, and requiring probationary appointees to become residents of the City within their six months probationary period and remain such during their term of employment." Proposition No. 3 (C) "Amends Section 450~l'the Bakersfield City Charter. to provide that all officers, commissioners, heads of departments, the City Manager,· and any subordinates, deputies or employees required by the City Council to be bonded, may be bonded.under a blanket position bond." Proposition NO. 4 (D) "Amends Section (216) 9 of the Bakersfield City Charter by adding' Subdivision (a) which provides that when a person is · charged with absence from duty without leave or is charged with any other violation under ·this section and cannot be found in the city, service of charges against such person may be made by registered mail addressed to him at his last known · addre s s." Proposition No. 5 (E) .... "Amends Section (224) 4 ef the Bakersfield 'City Charter to. provide that appointees to the Police Department at time of appointment shall be not less than 21 years of age nor,, more than 45 years of age." Proposition No. 6 (F) "Adds Section ll.1 to the Bakersfield City Charter requiring the City Council to make surveys of inhabitants of wards at 1. and regular intervals, and to redistrict ward boundaries to equalize registered voters".in the several wards, by ordinance to be Submitted to the voters." WHEREAS, by resolution of said 'City and by order of the Boa~d of Supervisors of Kern County, said special election was ordered consolidated with the State Direct Primary Election held within said city on *said date, and said Board of Supervisors was authorized to canvass the returns of said special election and to certify the results thereof to this Council; and WHEREAS, said special election was duly held pursuant to said orders of consolidation at the polling places prescribed for said State Direct Primary Election, and the votes 'cast thereat were can- vassed and the returns thereof made as prowided by law; and WHEREAS, the said Board of Supervisors and the Clerk thereof have duly canvassed the returns of said special election~ and have duly canvassed the absentee ballots cast at said special election, and said Board of Supervisors has adopted its resolution stating the results of said special election and the. Clerk of said Board has entered in the records of said Board a statement of said results, and the Clerk has transmitted to the Clerk of this Council a certified copy of said resolution and a certified copy of said statement, and the same have been presented to this Council. NOW, THEREFORE, the Council of the City of Bakersfield DOES HEREBY RESOLVE, DETERMINE, AND DECLARE as follows: 1. That from the results of said special election certified to this Council as aforesaid, it appears and this Council hereby finds and declares that the total number of votes cast at the *respective election precincts established for-said special election upon the propositions stated in the-recitals hereof and for and against said ~p~opositions, the total number of absentee votes cast at said upon said propositions and fdr and against ssi d propositions, and the total number of votes cast in said city upon said propositions and for and against said propositions, are as set forth in said Resolution of the Board of Supervisors of Kern County, California, stating Result of Canvass of Election Returns of Special Municipal Election of the City of Bakersfield Held J~me 8, 1954. on said propositions are as follows: City of. That the Clerk of the Council is hereby instructed to enter in full on the minutes of this Council the aforementioned results as hereinabove set forth.
