A RESOLUTION OF THE 'COUNCIL OF THE CITY OF BAKERSFIELD CALLING A SPECIAL MUNICIPAL ELEC- TION IN SAID CITY FOR THE PURPOSE OF SUBMITTING CERTAIN CHARTER AMENDMENTS TO THE ELECTORS OF THE CITY OF BAKERSHELD, ORDERING THE CONSOLI- DATION OF SAID SPECIAL MUNICIPAL ELECTION WITH THE STATE DIRECT PRIMARY ELECTION TO BE HELD ON JUNE 8, 1954, AND REQUESTING THE BOARD OF SUPER- VISORS OF THE COUNTY OF KERN TO ORDER THE CON- SOLIDATION OF SAID ELECTIONS. WHEREAS, the Council of the City of Bakersfield, on the 29th day of March, 1954, passed and adopted a resolution calling a special municipal election to be held in the City of Bakersfield on the 8th day of June, 1954, for the purpose of submitting to the electors certain propositions to amend the Charter of said City. NOW, THEREFORE, the Council of the City of Bakersfield, California, does hereby RESOLVE, DETERMINE AND ORDER as follows: Section l: That said propositions to amend the Charter of the City of Bakersfield shall be placed on the ballot to be used at said special municipal election in the following words and figure s, to wit: PROPOSITION NO. i (A) Off-Street Vehicular Parking. Adds Sections 33.1, 33-2 and 33.3 to the Bakersfield City Charter. These three sections authorize the City of Bakersfield to acquire and construct off-street vehicular parking places and auth- orize the City Council to issue revenue bonds to pay the costs of such.' YES NO PROPOSITION NO. 2 (B)' Amends Section 43 (a) of the Bakersfield City Charter to provide the'cwaI*.ving, '.byethe City YES. Council, of residential requirements to fill vacancies 'in the service of the city, and re- quiring probationary appointees to become residents of the City within their six months NO probationary period and remain such during their term of employment. 1. PROPOSITION NO. 3 (C) Amends Section 45 of the Bakersfield City Charter to provide that all officers, corn- YES missloners, heads of departments, the City Manager, and any subordinates, deputies or employees required by the City Council to be bonded, may be bonded under a blanket NO position bond. PROPOSITION NO. 4 (D) Amends Section (216) 9 of the Bakersfield City Charter by adding subdivision (a) which provides that when a person is charged YES with absence from duty without leave or is charged with any other violation under this section and cannot be found in the city, service of charges against such person may be made by registered mail addressed to him NO at his last known address. PROPOSITION NO. 5 (E) Amends Section (224) 4 of the Bakersfield City Charter to provide that appointees YES to the Police Department at time of ap- pointment shall be not less than 21 years of age nor more than ~5 years of age. NO PROPOSITION NO. 6 (F) Adds Section 11.1 to the Bakersfield City Charter requiring the City Council to make YES surveys of inhabitants of wards at regu- lar intervals, and to redistrict ward boundaries t, equalize registered voters .N0 in the several wards, by ordinance to be submitted to the ! voters. ...... Section 2: That said special municipal election be and the same is hereby ordered to be consolidated with the State Direct 2 Primary Election to be held June 8, 1954, and 'the Board of Supervisors of the ~County of Kern is hereby requested to order such consolidation in accordance x~ith the provisions of this re solution. Section 3: That within the City of Bakersfield the pre- cincts, polling places, and officers of election for said special municipal election shall be ~the same as those provided for said State Direct Primary'Election within said city. The Board of Supervisors of the County of Kern is hereby authorized to canvass the returns of said special municipal election, and shall certify the result of the canvass of said retLLPns to' the Council of the City of Bakersfield, who shall thereupon declare the results the re of. Section 4: That the Clerk of the Council. is hereby directed to transmit to the Clerk of said Board of Supervisors, a certified copy of this resolution, as required by Section lO0~l.1 of the Elections Code. ...... o0o ......
