PREAMBLE
WEEAS, there is now pending before. the Legislature ,of the
State of California a proposal, Senate Bill No. 1344, which Would
- make the amount. of sales and usel~ tax uniform throughout- .the:State,
and
'WHEREAS, 'the said -proposal is sponsored by the 'California
'.'Retailers AssoCiation, and
WHEREAS,_' the City COuncil of the' City 'of BakerS'field believes
that .the ar~gum.ents advanced for a uniform sales/and. use tax.are
meritorious', and
V~[EREAS, the variouS. County* Boards. of '.;SupervisOrs state that'u
they are~ in ne.ed Iof additional sources ...of revenue, and
. WHEREAS, the Counties' .are not presently empowered tO impose
sales and use 'taxes, and ~. · .'.'.
WHEREAS.~ it !Would appear 'to :be equitable and right. :to allow
County Governments to impose taxes one sates made outside incorporated
Cities, 'and : · !.
'WHEREAS, to require that any part of"the sales-and use taxes
collected within. incorporated Cities ' be. given t o any other .public
body would be' an invasion of exclusive rights guaranteed to the
Cities, and ..!.
WHEREAS,- claims that money collected-within Cities and turned.
over to County Government would be earmarked for cer~tain specified
services are invalid, as the funds which-would otherwise be used f.or
those specified services would be released for use in any manner.

NOW, .THEREFOPZ, BE IT RESOLVED, that the .City Co.uncil of the
City .of Bakersfield does endorse Senate Bill No,.13~4, provided said
Bill shall be amended to. permit. the following:.
That the one-cent levy imposed by the. ·State to equalize the
tax would provide that the. County Governments receive the revenue
from the one-cent State Tax on:sales in uninc0rporated areas, with
a credit to the City of the-full amount of a.. one-cent City sales and
use taXi'~the entire revenue of' which would be retained by."

BE! IT FURTHER RESOLVED that the Clerk of this Council be and
she is hereby directed to t~ansmit a copy of this Resolution to the
following: Assemblywoman Dorothy Donahue, Assemblyman H, W. Pat
Kelly, Senator Jess R. Dorsey, Board of Supervisors. County of Kern
and California Retailers Association..: .
i/HEREBY .CERTIFY that the foregoing Resolution was passed
