RESOLUTION URGING'OPPOSITION TO
PROPOSITION N0.10 ON NOVEMBER ·
4, 1982, GENERAL ELECTION BALLOT
WHEREAS, Proposition No. I0, which will appear on the Novem-
ber 4, 1952 General Election Ballot, would prohibit the proper and
economical use of public funds for obvious public purposes by the
Joint action of all of the cities and other public agencies of Cali-
fornia, and
WHEREAS, Proposition No. 10 does not prohibit the separate
expenditure of public funds to urge legislation of interest to the
City of Bakersfield but merely prevents the City of Bakersfield from
joining with sister municipalities in urging t.he adoption of state
and federal_ legislation of interest to all cities or opposing the
enactment of measures which would be immediately harmful to city
residents; and
WEEAS, Proposition No. l0 does not prohibit private interests
from influencing legislation on a collective basis but only prohibits
collective representation of public interests and agencies; and
WEREAS, Proposition No. 10.permanently destroys or severely
damages a countless number of quasi-public agencies whose only
purpose is the advancement of good government and the public interest,
such as the League of California Cities, the Shoreline Planning,
District Attorneys, Irrigation Districts, Fire Chiefs, Supervisors,
School Trustees and School Administrators Associations, and the
California Conference of Social Workers, and
WHEREAS, Proposition No. l0 would cause the wasteful and

extravagant sEpenditure of public funds to do individually what
now may be economically achieved jointly by cities and other public~
agencies of California, including the state and its departments and
agencies;
NOW, .THEREFORE, the City Council of the City of Bakersfield
does hereby resolve as follows: that it is opposed to the adoption
of Proposition No. l0 because it would cause untold harm to the
cities of California and their citizens and urges the electors of
the City of Bakersfield to vote "NOn on Proposition No. l0 at the
November 4, 1952, election.
I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on the 20th day of October, 1952, by the fol-
lowing vote:
