":-'-~V~IE-REAS, the City of Bakersfield has at 'Various times and
is now eXpe'rienclng s lack of Competitive 'bids 'for the 'construction
of pu,.blic' projects, and
~EP~AS' it has been brought to the attention tO the Council
o~ the City of Bakersfield that the. present restrictions set forth
in Section 13O of the City Charter .reqUiring paymen'ts of not more
seventy five per cent progress payment on said publig projects .has
been~ ah~ is one of 'the causes for said lack of competitive 'bidding
for the following reasons, tO wit:
· ' i'~~-' That the seventy five. per cent progress payment is
reasonably too low=. to permit the_ contracton and .subcontractors to
defray the cost and expenses c0meoted ~th the constru6tion of
public projects and entails the hornowing of mone.y involving addi-
tional 'Cost to them and ultimately t0"the City, and st times making
it impossible .to make the necessary 'fin~ciaI arrangements to ruder_
take the'construction of such projec~s~ '-.
- . 2. '.That v~ious items of m~teri~s ~d-eq~pment are at times
diffic~t ~o obtain md it is necess~y that' Contractors ~ticipate
their-needs for. such items rat~r th~ to delay ordering mtil' the
projects ~e completed to tb point where the items will 'be-ime~'ately
needed, and ~hat such advsce'p~chases do exceed.the ability of m~y '
-Contractors to pay for such items ~d c~Py the cost .of matert~ s ..

· copy of this resolution,· as required·by Section' 10051.1 of the
· Elections· Code.
