HomeMy WebLinkAboutRES NO 39-52 RESOLUTION NO, 39~52 WHEREAS,~on the alst day of July,' 195a, an'earthquake of devastating intensity occurred in Kern County causing Untold damage to property .and= the death' of a number of persons, "and WEREAS, as .a result of Said earthquakes. and subsequent quakes which are continuing even to the present time, the City..of .Bakersfield '(among other cities· and places) suffered consider'able property damage, both public and private, and . .~" WHEREAS, 'said damage to publicproperties'of ~he City of +Bakersfield are' serious in nature, including: · 1. Bakersfield City Hall - Preliminar7 examination and survey..reveals or indicates'a~total loss .Of the City '· Hall, and .. 2, Bakersfleld Sewage Treatme'nt.. Plant - Damage tO .the major 'treatment unit will not-permit use 'of this .facility without extensive repair, Sewage is. presently · being disposed of without danger to the public health, but cannot long continue ~without causing. such 'danger, and. 3, Bakersfield Children's~Library-IThis structure, o~med by. the City but operated by. the County of Kern, has' ~ been deemed unsafe, Use' of-the 'building h~s .been dis- . continued until a. survey of Tths 'damage can be made, however,~ said damage may extend to ~ Other buildings and structu~es of 'the City·in addition tO those listed', 'and · . WHEREAS, ~ normal operating costs l and' current capital expenditures required by the 'City'for the 'fiScal yea~'~1952.1953 will ~require the- citizens of ~he City of Ba~srsrieid to 'contribute subs'tant~ally to the support ~of their City,.. and .." · . ' I~[[EREAS, the City of Bakersfield. haS recently bonded itself in the ~mount of.One million two hUndred .thou~'and'dollars ($1,200,000.00) for the purpose' of providing needed additional sewage ;treatment facilities to augments'but not replace the exitting se~wage treatment plant, and .~WHEREAS, the City has undertaken the Construction' of. a building to house the Police Department of the City, which-will require the -'. lation, additional expenditure' of approximately tw~ hundred thousand dollars ($200,·000.00) of City funds in the fiscal year 1952-1953~ and I.'WHEEAS+, a great many citizen~ have suffered considerable loss Of private property which will require a full measure of their own financial resources, without the added'burden Of further taxation for repair and replacement of-publiC' structures and buildings, and WHEREAS,· it now appears that the extensive repair ~and replace- ment of 'City ~dwned b*~ildings and 'other s.tr~c'tures lis' beyond the said City' s immediate financial ability. to meet, and WHEREAS, it is the belief of the Council of the City of Bakers- field that ·an emergency exists in 'said City worthy of the considera- tion and immediate ~financial assistance 0f'~t~ State of California. .~ NOW, THEREFORE, IT IS HEREBY RESOLVED by the Council· of the City of Bakersfield that the Honorable· Earl Warren, Governor of the State+ of~ California, be and he is hereby respectfully urged tO call for adequate emergency legislation to provide financial .aid t~o the City of Bakersfield and other cities and I~districts stricken in the recent ·disaster, .for the purpose of repairing and rebuilding public structu~,es and facilities. " ~ BE IT FURTHER RESOLVE~ that ~the '~Honorable Govern0~ Warren is urged Ito include in his call for 'a special session of the Legtslatu~el, the subject of a Constitutional. amendment' to authorize the reassess-· ment of damaged taxable property'-within the· disaster areas. .BE IT ALSO RESOLVED that' a Copy of. this resolution. be forwarded 'to the Honorable Jesse R. Dorsey, Senato~ the ~Honorable-H. S. (Pat) Kelly, ~Assemblyman, and further, that all members ·of. the Legislature of the State~of California, are hereby reSpectfUlly urged tO give the it'. cooperation toward 'thS~ paS sage- of ~all ade qUate~ ~.emergency ~..I le gt s- I' HEREBY.
