WHEREAS, the citizens of the City of Bakersfield have
been, and are being, greatly inconvenienced by the cessation of
repair work on a portion of 19th Street, one of the main thor-
ouEhfares traversing the heart of the business district of said
City~ and
WHEREAS, continued efforts have been made by the Council
of said City to remedy this vexing condition~ and
WHEREAS, many communications hav.e been received from
the Los Angeles Local Union No. 12, International Union of Operat-
ing Engineers to the effect that said work should soon resume due
to the preference being granted to said emergency, but in truth
and in fact said work has not been resumed~ and
W?FEREAS, certain statements have been published by
members of said Local Union No. 18 in the Los Angeles daily papers
and particularly in the June 26th issue of the Los Angeles Times,
implying that said Union is not. interfering with the progress of
the type of repair work being conducted in the City of Bakers-
field, and
WHEREAS, said statements are misleading and deceptive
and calculated to misinform the public~ and
WHEREAS, said City and the Kern County Labor Council,
through its Bakersfield office, have always maintained a most
harmonious relationship and have always been able to equalize
differences in labor matters, and
WHEREAS, in contrast with the actions of said Los Angeles
Local Union No. 12, the Ker~ County Labor Council~ through its
Bakersfiel'd office, has been most cooperative with and willing
to aid the City of Bakersfield in solving the present crisis
which has arisen from the stoppage of said repair work.
NOW, THEREFORE, BE IT RESOLVED by the Council 'of the
City of Bakersfield~ that said Los Angeles Local Union Noo 12~
International Union of Operating Engineers~ be condemned for
their tactics in misleading the public and for attempting
avoid their responsibility in retarding the progress of repairs
of said 19th Street in the City of Bakersfieldo
BE IT FURTHER RESOLVED, that copies of this resolution
be sent to said Los Angeles Local Union No. 12~ to the Bakersfiel~
office of said Union, to the Kern County Labor Council, to the
Kern County Building Trades Council~ to the local papers~ to the
Los Angeles Times and to the Los Angeles Examiner°
I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council of the City of Bakersfield 'at a regular
meeting thereof held 9n the 30th day of June~ 19~2~ by the follow-
ing vote:
