A RESOLUTION CALLING FOR A SPECIAL
ELECTION TO AMEND THE CHARTER OF THE
CITY OF BAKERSFIELD.
BE IT RESOLVED BY THE COUNCIL oF THE CITY OF BAKERSFIELD,
that pursuant to law, a special election will be held on Tuesday,
the 3rd day of June, 1952, in the City of Bakersfield, for the
purpose of submitting to the qualified electors of said city, a
proposed amendment to the Charter of the City of Bakersfield, which.
said .election shall be consolidated with the primary .state election
to be held on the 3rd day of June, 1952, and the election precincts,
polling places, voting booths and officers of election shall in
every case be the same as those set forth in the notice of election
filed and published or to be filed and published by the County Clerk
of the County 0f Kern, State of California, giving notice of said
election. That there shall be only one set of election officers
in each of said precincts; and such election shall be held in all
respects as if there were only one election, and only one ticket
or b allot ' shall be use d~ the re at.
Said proposed amendment to said City Charter is in the words
and figures as follows, to wit:
PROPOSITION N0. 1
That Section ~3 of the Charter Of the City of Bakersfield,
entitled QUALIFICATIONS OF OFFICERS AND EMPLOYEES, be. amended by
adding thereto the following paragraph· to be numbered 43 (a) , which
shall read as follows: -·
~3 (a) Whenever a vacancy existsI in the service of the City
which requires technical o~professional qualific~.tions, upon
certification by the Civil Service Board having jurisdiction of the
department in which the said vacancy occurs, that there is no person
having the necessary residential ~qualifications available to fill
the said vacancy, the City Council shall be authorized to waive
the residential requirement and to make a temporary appointment
until a person can be found who meets t~e residential qualifications
as prescribed ~in the Charter.,
BE IT FURTHER RESOLVED, that said proposed amendment shall
appear on the ballot in the followi'ng words' and'~figures, to ~it:
BAKERSFIELD CHARTER ~3TENDMENT: Shall Section 43
of the Charter of the City of Bakersfield be
~mended to authorize the Council of said city to
waive the residential requirements of employees
in classifications requiring professional or
technical qualifications, and authorizing the
temporary appointment of such employees when no
qualified persons are available ~ithin' said city?
