A RESOLUTION OF THE COUNCIL OF THE CITY
OF BAtGERSFIELD CALLING A SPECIAL ~FJlqlCtPAL
ELECTION IN SAID CITY FOR THE PURPOSE OF
SUBMITTING A PROPOSITION TO THE ELECTORS,
ORDERING THE CONSOLIDATION OF SAID SPECIAL
M~YNICIPAL ELECTION WITH THE PRIMARY STATE
ELECTION TO BE HELD ON JUNE 3, 1952, AND
HEQUESTING THE BOARD OF SUPERVISORS OF THE
COUNTY OF KERN TO ORDER THE CONSOLIDATION
OF SAID ELECTIONS.
WHEREAS, the City of Bakersfield has for some time and is
now experiencing an extreme shortage of parking facilities due to
the increase of vehicular traffic in said city, and
WHEREAS, the public has been and is, greatly inconvenienced
by the lack of adequate parking space in congested zones, and
WHEREAS, various attempts have been made to alleviate the
parking problems of said city, and +~
WHEREAS, said condition cannot be remedied unless new methods
are found to correct said condition, and
WPIEREAS,~ the rapid growth of the City will tend to increase
the parking problem with which we are now Confronted, and
WHEREAS, it has been ~suggest. ed by many persons that the city
provide off-street parking as a means of alleviating the parking
problem as it exists, and I.
WHEREAS, this council feels that the installation of parking
meters in said city will partially solve the' present parking Con-
gestion, and
IWHEREAS, said parking meters will be self-sustaining and also
provide a portion of ~the funds necessary for the acquisition and
maintenance of off-street parking facilities.
-NO~, THEREFORE, BE I,T RES~OLVED bY the Council_ of the City of
Bakersfield, as follows, to wit:
1. That a special municipal election be held for the purpose
of submitting a proposition in the form of a ballot to the qualified
voters of said city for the. purpose of ascertaining whether or not
the Council of the City of Bakersfield should, by ordinance, install,
maintain and regulate parking meters, create parking meter zones,
and establish a fund from the revenue from said parking meters to
be used solely for the acquisition and maintenance of said meters,
and the acquisition and maintenance of off-street parking facilities.
2. That said proposition shall be placed on the ballot to ~
be used at said special municipal election in the following words
and figures, to wit:
PROPOSITION NO. 2.
Shall the Council of the City of Bakersfield, by '
ordinance, install, maintain and regulate parking
meters, create parking meter zones and establish.
a fund from the revenue of said parking meters to
be used for the acquisition and maintenance of
said parking meters and off street parking facili-
ties?

3. That said special municipal election be and it is hereby
ordered to be c'onsolidated with the primary state election to be
held June' 3, 1952, and the Board of Supervisors of the County of
Kern is herehy requested to order such consolidation in accordance~
with the provisions of this resolution.
4. That within the City of Bakersfield the precincts, polling
places and officers of election for said special municipal election
shall be the same as those provided for said primary state election
within said city. The Board of Supervisors of the County of Kern is
hereby authorized to .canvass the returns of said special municipal
election, and shall certify the result of the canvass of said returns
~to the~ C'0~ncii o~ the City~'0f Bakersfie~i'~, w~6 s~all thereupon declare
the results thereof.
~. That the Clerk of the CounCil is.hereby directed to transmit
t0 the Clerk of said Board of SupervisorS, ,a certified copy of this
resolution as required by Section 10051.1 of the Elections Code.

I HEREBY CERTIFY that the foregoing ResOlution was passed
and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on the 31st day of Narch, 1952, by

Reception of communication from J. R.
Copeland directed to Mayor Sullivan
reKarding Council's action in
rescinding cooperation aKreement
with Kern County Housing Authority.
Upon a motion by Smith, seconded by Cnrnakis, communication
from J.R. Copeland addressed to Mayor Sullivan regarding the recent
action of the C~uncil in rescinding the cooperation agreement with the
Kern County Housin2 Authority was received and ordered placed on file.
Approval of Change Order No. 5 to
Wonderly Construction Co. for
construction of a 5000 gallon Propane-
Butane standy Gas Fuel supply system.
Upon a motion by Saunders, seconded by Smith, Change Order No. 5
to Wonderly Construction Company for construction of a 5000 gallon Propane-
Butane Standy Gas Fuel Sulply System in place of the installation of
a natural gas system, was approved.
Adoption of Resolution No. 23-52
adopting budget and approving Fifth
Supplemental Memorandum of Agreement
for expenditure of Gas Tax Allocation
for Major CIty Streets..
Upon a motion by Smith, seconded by Saunders, Resolution No.
23-52 adopting budget and approvlng Fifth Supplemental Memorandum of
Agreement for expenditure of Gas Tax Albcation for MaJor City streets was
adopted as read by the following vote:
Ayes: Carnakis, Saunders, Smith, Sullivan, Vanderlei, Vest
Noes: None
Absent: Shurley
Adoption of Resolution No. 24-52 calling
a special municipal election for the
purpose of submitting the proposit~on of

requesting the Board of Supervisors of the
County of Kern to order the consolidation
of said elections.
Upon a motion by Saunders, seconded by Vest, Resolution No. 24-52
calling a special municipal election for the purpose of submitrinK the
proposition of the installation of parking meters to the electors, ordering
the consolidation of said special municipal election with the primary
