tory has increased in population with great strides within the last
decade, and
WHEREAS, the traffic to and from points in and out of said
city and surrounding territory has proportionately increased over
a number of grade crossings in and around said city and surrounding
territory, and
WHEREAS, such grade crossings have been and will continue
to be a source of great danger to the inhabitants of said city and
its surrounding territory, and
WHEREAS, said grade crossings have on numerous occasions
interfered with the flow of traffic by being blocked, to the detri-
ment of and hindrance to motorists and pedestrians, and
WHEREAS, said blocking of traffic has been at times a cause
of delay to vehicles such as ambulances, fire fighting equipment,
police cars and motorcycles, in responding to emergency calls, and
WHEREAS, the conditions now existing will become increasingly
hazardous and detrimental unless the separation of a number of the
grade crossings leading into and out of said city is accomplished, m d
WHEREAS, the City Council of the City of Bakersfield has in
the past attempted to remedy said condition by submitting the matter
to the public for a bond issue, and
WHEREAS, it has been the opinion of the citizens of the City
of Bakersfield that the benefit to be derived from the solution of
the problem was and is of ~importance to the citizens residing in the
territory adjacent to the city as well as to the citizens residing
inside the city, and
WHEREAS, by the passage of the "Separation of Grade District
le
Act of 1949", initiated by Senator Jesse Dorsey, it is now possible
to form a combined district of the city and county for the purpose
of improving or eliminating said grade crossings.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Bakersfield that it go on record as urging the Board of Supervisors
of the County of Kern to take the necessary steps to form a district
for the purpose of forming a grade separation district under the
"Separation of Grade District Act of~ 19~9" at the earliest possible
date in order to protect the lives and property of the citizens
using said public streets within this area, and ultimately encourage
the growth and industrial development of the city and its environs
as a whole.
I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council of the City of Bakersfield at a regular
~eeting thereof held on the ~th day of February, 1952, by the follow-
ing vote:
