RESOLUTION ASCERTAINING AND DETERMIN;-.
ZNG THE PREVAILING RATE OF WAGES TO BE
]?AID IN TPI~E MATTER OF PUBLIC IMPROVEMENT
DISTRICT N0. 686 tN THE CITY OF BAKERS-
FIELD, CALIFORNIA.
~EREAS, the Council of the City of Bakersfield, California,
did, on the 23rd day of April, 1951, adopt Resolution of Intention
No. 686, for the c;onstruction of certain improvements in Public
improvement District No. 686, 'and
WHEREAS, pursuant to the provisions of the Labor Code of
the State of California, it is necessary that the Council of the
City of Bakersfield, California, ascertain and determine the general
prevailing rate of wages on public works, and by the provisions of
said Code make it mandatory upon the awarding body of any public
· contract where the said body subsequently calls for bids for any
public improvement, to ascertain and determine the prevailing rate
of per diem wages in the locality in which the work is to be per-
formed, for each craft or type of workman or mechanic needed to exe-
cute the contract, and also the general prevailing rate for legal
holiday and overtime work for each craft or type of workman.
NOW, THEREFORE, the Council of the City of Bakersfield, Cali-
fornia, has ascertained ~and does hereby determine that the general
prevailing rate of per diem wages in the locality in which the sai8
work described to be performed in the said resolution, for each
craft or type of workman or mechanic needed.to execute the contract,
and also the general prevailing rate for legal holiday and overtime
work for each 'craft and type of workman or mechanic, to be as follows:

The general prevailing rate for legal holiday and overtime
work for each craft and type of workman in said public work is as
follows:
CARPENTERS: Double time for all overtime, except for 'Pile Driver
I']]en - Bridge· or Dock Carpenters on tide wcrk where the over-
time rate will be time and one-half; ~rovldin~ that when men
are called to work outside of the refia~lar work day they will
be guaranteed six (6) hours pay at the overtirao rate.
CEkvENT FiNIS_~T~URS: Time and one-half for 'the first three hours
after the regularly constituted straight time shift, and all'
other overtime shall be double time.
LABORERS: Time m.~d one-half except Sundays and' Holidays which
are double time.
ASBESTOS WORKERS, LINOLEUI-I WORKERS, PAINTERS, R00FERS and SI~EET
PETit, WORKERS, including foremen in the aforeraentioned trades,
shall be paid time and one-half for all overtime work, except for
Sundays and Holidays, which shall be double time.
OPERATING ENGINEERS: Time and one'half for all overtime except
, Sundays and Holidays, which are double time. Where Operating
Engineers, during shy one calendar day, are working overtime
on the same unit of a project on which another craft is work-
ing overtime at the double time rate, then the Operating
Engineers on such unit of work shall also be paid at the.
double time rate. '

utility, or ~ny other single structure which is independent
of any other unit of the project.

The operation of a crushing plant for stock pile and the
servicing, repsiring and maintenance of equipment of a pro-
ject shall be at time and one-half, except in the following
two instances: ~.
Sundays and Holidays.
Where the equipment operator is rep~irin[. his equip-
ment on a unit of the project v~here double time is
being paid in~that calendar day.
When the Operating Engineer is working on a project as an in-
tegral part of a crew where another craft is receiving pay
by virtue olf. a holiday not specified in the ~aster Labor
Agreement, then the Operating Engineer shall receive the seine
overtime rate ss the other craft.
TEAMSTERS: Time ~nd one-half for all overtime.
BOILERMAKERS, BOILERMAKER HELPER, BRICKLAYERS, BRICKLAYER TENDERS,
CARPENTERS, ELECTRICIANS, GLAZIERS, HOD CARRI.ERS, IRON !IORtCER8,
LATHERS, MILLWRIGHTS, PLASTERERS, PLUMBERS and STEA~FITTERS,
including foremen in the aforementioned trades, shstl be paid
double time for all overtime work, including Sundays and Holidays.
WATCPH~EN; Time and one-half for all time worked in excess of
eight (8) hours per day and for the sixth consecutive day
~Drked; and double time for the seventh consecutive day workeS.~
Watchmen shall also receive time and one-half for holidays
except where a holiday falls on the 7th consecutive day worked,
which shall be double time.
IRON WOREERS: Double time for all overtime.
The rates of wages, including overtime, holiday and Sunday rates,
above .specified, are subject to the effect, if applicable her. to,
of executive orders of the President of the United States and to
any modification thereof and to any and all lawful orders of the
President or any other authorized FeSeral officer or agency, inso-
far as the same may be applicable tO any contract. In case of any
inconsistency, the rates fixed by any such applicable Federal order,
whether higher or lower, shall control.
In accordance with the provisions of Section 1777.5 of the
Labor Code, as amended by Chapter 971, Statutes of 1939, and in
accordea~_ce-with the regulations of the California ~_pprenticeship
Council, properly indentured apprentices may be employed in the
prosecution of the work.
