RESOLUTION ORDERING OPINION OF HEALTH
OFFICER SPREAD UPON THE MINUTES AND
DETERMINING THE NECESSITY OF S~.NITARY
SEWERS AS A HEALTH MEASURE IN Tt~E MATTE~
OF PUBLIC IMPROVEMENT· DISTRICT NO. 686..
WHEREAS, William C. Buss, Health Officer'of the County
of Kern, State· of California, performing the duties of'Health
Officer in the City of Bakersfield, has certified to this Body
that in his opinion the installation of sanitary sewers in
Public Improvement DiStrict No. 686, is necessary as a health

measure, and has recommended to this Body that assessment pro-
ceedings be instituted for the installation of sanitary sewers
in said area, by ilet~er to this'Body dated April 23, 19~l, and
WHEREAS, the Council of the City of Bakersfield has investi-
gated the matter and is fully advised in the premises.
NOW, THEREFORE, BE IT IRESOLVED·by the Council of the City
of Bakersfield as follows:
1. That the said letter of the Health Officer of ~e County
of Kern, hereinabove referred to, be spread upon the minutes of
this Body, in full.
2. That this Council hereby finds and determines that the
construction of sanitary sewers to serve t'he area in Public Im-
provement District No. 686 is necessary as a health measure.
3. That any special assessment proceedings hereafter main-
tained for the purpose of installing sanitary sewers to serve
said area shall be known and designated as Public Improvement
District No. 686.
I HEREBY CERTIFY that the foregoing Resolution was passed and
adopted by the Council of the City of Bakersfield at a regular meet-
ing of the Council held on ths 23rd day of April, 19~l, by the follow-
