A RESOLUTION ORDERING OPINION OF HEALTH OFFICER'
SPREAD UPON THE MINUTES AND DETERMINING THE
NECESSITY OF SANITARY SE~ERS AS A HEALTH MEASURE
IN THE MATTER OF PUBLIC IMPROVEMENT DISTRICT NO. 685.
WHEREAS, William C. Buss, Health Officer of the County of
Kern, State of California, performing the duties of Health Officer
in ~nd for the City of Bakersfield, has 'certified to ~this Body that
in his opinion the installation of sanitary sewers in the area which
would be served by the construction of the following described work
and improvement:
..~ The work to be done consists in general of the construction
of an 8" vttrified~~! clay sewer approximately 400 feet northerly from
end parsllel with the center line of Golden State Evenue and extend-
ing from a manhole to be constructed in the above described sewer
line 30 feet east of 't~e~.west line of H ·Street, westerly to a manhole
to be constructed approximatelyI120 feet southeasterly from, (measured
along the northwesterly extension of the proposed sewer line), the
northerly corporate limits of the City of Bakersfield; the construction
of an 8" vitrified clay sewer 30 feet. east of the west line of H Street
and extending from a point approximately 400 feet northerly from the
center line of Golden State Avenue, (measured along a line parallel
with ths west line of H Street), to a manhole to be constructed
approximately 125 feet southerly' thereof; the construction of an 8"
vitrified clay sewer from the manhole last above described, easterly
along the center line of the alley running easterly 'and westerly
through Block 4, Tract No. 1009, Kern County, California, as said
Tract was filed for record in the office of the County Recorder of
Kern County, California, on Pages 56, 57 and 58, in Book 4 of Msps,
on the 15th day of November, 1935, to a manhole to be constructed
in an existing 12" sewer line in the alley running northerly and
southerly through Block 4 above described, and the construction of
an adequate sewage pumping station to lift the sewage from the
collecting line hereinbefore described, for discharge into the
existing 12" main sewer line hereinbefore described, the said sewage
pump station to be constructed of reinforced concrete throughout,
having a wet and a dry well and being equipped with two alternating
pumps capable of discharging 500 gallons per minute at a static
head of l0 feet, all to be designed and constructed in accordance
with the best standard practice;
is necessary as a health measure, and has recommended to this Body
that assessment proceedings be instituted for the construction of
the above-described improvement within said area, by ~letter to this
Body dated ApriI 4, 1951, and
WHEREAS, the Council of the City of Bakersfield has investigated
the matter and is fully advised in the premises.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Bakersfield, as follows:
1. That said letter of the Health Officer of the County of
Kern hereinabove referred to, be spread upon the minutes of this
Body, in full.
2. That this Council hereby finds and determines that the
constructioi~ of sanitary sewers in the area which would be served by
the construction of the above-described work and improvement, is neces-
sary as a health measure.
3- That any special assessment proceedings hereafter maintained
for the purpose of installing sanitary sewers to ~erve said area
shall be known and designated as Public improvement Distric~ No.

I EREBY CERTIFY that the foregoing Resolution was passed
and adopted by the !Council of the City of Bakersfield, at a
regula~ meeting thereof held on the-9th day of April, 1951,
by the following vote:
