WHEREAS, there have been introduced in the Legislature of the State of California, Identical bllls, knovn as Assembly Bill 3217 and Senate Blll 769, entttled AN ACT TO ADD CHAPTER 3.5 TO PART 2 DIVISION 2 OF TRE GOVERNMENT CODE CONSISTING OF SECTIONS 25275-25290 INCLUSIVE, RELATING TO URBAN UNINCORPORATED AREAS, and WHEREAS, the effect of such btlls~ If passed, would be that a county board of supervisors could provlde a mumnlcipal type servlce to any urban unlncorporated area, therefn deflned, only tf the costs of such servlces were pald by the a~eas served, and WHEREAS, at present, in m~ny cases, such municipal type servtces a~e being furnished to urban untncorporated a~eas and patd for out of general county tax revenues, and WHEREAS, the payment for municipal type servlces furnished to only- a portion of the unlncorporated territory of a county out of general county funds, ls unfalr to the taxpayers of cities located In such counties who a~e compelled to contribute toward the cost of furnishing those municipal type servlces to such unin- corporated areas, while at the same time they are paying additional city taxes for the furnishing of the same servlces to themselves, and WEREAS, the payment out of general county tax revenues· for municipal type servtces furnished only to certain portions of the unlncorporated 'territory of a county is also unfair to those remain- ing portions which receive no beneflt from such servtces but are nevertheless compelled to contribute to thelr cost, and 1 WEEAS, good governmental practive requires that only those receiving governmental serv~ces~of a special nature be required to pay for the same. NOW, THEREFORE, BE IT RESOLVED that' the City Council of the City of. Bakersfield, sitting in'regular. session this' 9th day of April, 1951, does' hereby urge ~he Legislature of the State of California, ' to enact into law the provisions of the aforesaid Assembly Bill No. 3217 and Senate Bill No. 769. BE IT FURTHER RESOLVED that the Clerk of this Council is hereby directed to forws~d a certified copy of this resolution to the Honorable Jess R. Dorsey, Senator from the 34th District, and the Honorable H.
