1. X~,FFEREAS, the State of California under Chapter 47, Statutes
of 1944 (4th Extra Session) has appropriated funds for allot-
ment by the Director of Finance to provide financial assistance to
Local Agencies defined therein as. counties, cities or cities and
counties for the purpose of.de~fraying not to exceed one-half the
cost of preparing engineering .~iSld surveys, engineering or archi-
tectural designs, and working sad detailed dra~rin~'s 'and specifica-
tions (hereinafter called "Plans") requireall for postwar public works
projects described as "specific projects" in said Act;' and
2. WHEREAS, the CITY! OF BAKERSFIELD, hereinafter designated as
"desires to apply to the Director of Finance
"Local Agency, .
and/or the State Allocation .Board, as the case may be, for an allot-
ment of the State 's shar%! of the esti~nated cost of preparing the
completed plans hereinafter mentioned and there has been prepared
and presented to this Legislative Body for consideration and appli-
cation for such purpose; and
3. W~EREAS, Local Agency has provided, or will make available
upon approval of the aforementioned application, sufficient
funds to prepare the completed plans herein mentioned;
4. NOW, THEREFORE, BE IT RESOLVED, that' Local Agency submit the
aforesaid application to the Director of Finance and/or the
State Allocation Board, as the case may be, requesting allotment
of Twenty Thousand Eight Hundred Seventy and 63/100 Dollars (~1]~20,870.63),
being not more than one-half the cost of preparing said completed
plans, or for such mount as may be approved by the Director of Finance
and/or the State Allocation Board (said allotment to be used for the
purpose of defrayinS the cost of preparing said completed plans
required), for a specific project to be undertaken by local agency
and described as SEWAGE TREA. TMENT '~irORKS (Project No. 25-595-523);
5. BE IT FURTHER RESOLVED, that the estimated cost of preparing
such plans is Fifty-eight Thousand Seven Hundred Ninety-seven
and 81/100 Dollars (!~!,;58,797.81) and that Local Agency has raade pro-
vision for paying' one-half or more of the cost :of preparing such
plans;
6. BE IT FURTHER RESOLVED, that for the purposes of this appli-
cation, J. HOLFELDER, City Engineer, Room 17 City Hall,
Bakersfield, California, be and he hereby is designated. as the
authorized agent of Local Agency and is hereby authorized and directed
to sign the above-mentioned application on behalf of the Local ~!gency
and submit the same to the Director of Finance and/or the State
Allocation Board., together with a certified statement of the esti-
mated cost of preparing such plans and such other information as
may be required; and said authorized agent is further authorized and,
directed as the representative of Local Agency to conduct all nego-
tiations 'and conclude all arrangercents, including submission to the
Director of Finance of applications for reimbursement, which may be
necessary to secure reimbursement for the ~tate's share of the ex-
penditures made in preparing said completed plans.

I HEREBY CERTI~Y that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield
at a regular meeting thereof held on the 12th d~T of March, 19~l,
by the following vote:
