WEREAS, Ordinance No. 9_~__ New Series, of the City of
Bakersfield relating to civil defense and disaster provides that
the civil defense and disaster organization, the distribution of
civil defense powers and duties, the assignment of functions and
services and the recruitment, direction and training of personnel
shall be prescribed by resolution adopted concurrently with the
adoption of said ordinance,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Bakersfield, as follows:
Section 1. The civil defense and disaster organization of
this city shall be as hereinafter more particularly described and
as shown on the attached chart marked "Exhibit A" and entitled,
"Civil Defense and Disaster Organization for The City of Bakersfield".
Said "Exhibit A" including all information shown thereon, is as
much a part of this resolution as if the materials and information
set forth by said exhibit were all fully' described herein.
Section 2. DIVISION OF OPERATING SERVICES. There is hereby
created a Division of Operating Services. For the purposes of civil
defense planning and organization, the chief of each operating
service within this division shall be responsible to the director
of civil defense and disaster.
Within this division, there shall be the following civil
'defense and disaster services:

engineering service, which shall include utility
service, shelter protection and rescue service;

(5) mass care service (emergency-welfare service); and
(6) warden service.

The director shall appoint a chief~of each.such service~ except as
hereinafter provided. The chief of the fire department of the City
of Bakersfield shall be chief of th~ fire service. The chief of
police of the City of Bakersfield shall be chief of the law enforce-
ment service. The city engineer of the 'City of Bakersfield shall
be chief of the engineering service.
Section 3. DIVISION OF SPECIAL SERVICES. There is hereby
created a division of special civil defense and disaster services.
This division shall be under the direction and control of a deputy
director of civil defense, who shall be appointed by the director.
For the purpose of civil defense and disaster planning and organiza-
tion, the deputy director is responsible to the director of civil
defense and disaster.
Within this division there shall be the following services:

mutual aid plans;
evacuation service;
transportation service; ·
cormmunications service, which' shall include civil
air raid warning;
supply service;
school liaison service;
public affairs and information service;
training service.;
personnel service, which shall include the recruitment
of civilian auxilliaries to military activities; and
general administration service.
The director shall appoint a chief of each such service who
shall be responsible to the deputy director of the Division of Special
Services. The director may appoint the same person as chief of two

Section 4. LEGAL ADVISOR. The .city. attorney shall'. serve
as the legal advisor to the director of civil defense and to the
civil defense organization.
SECTION 5- AMERICAN RED CROSS. The American Red Cross in
the City of Bakersfield will, in 'natural disaster, furnish food,
clothing, shelter, registration '~and information service, supplementary
medical· service when requested, and rehabilitation to individuals
and families affected by the disaster.
In war-caused disaster, the American Red Cross will furnish
only food, clothing and shelter to affected individuals and fsmilies.
· The American Red Cross will provide funds with ~hich to
finance all its relief operations during natural disaster. Civil
defense financing will be provided by public or private agencies
other than the Red Cross for Red Cross functions in war-caused
disasters.
The director shall be responsible for arranging, through the
chairman of the local Red Cross chapter, for the participation of
the Red Cross in civil defense as a part of the mass care service
in case of war-caused disaster, md for the relationship between the
Red Cross and the civil defense organization in case of natural
disaster.
Section 6. DUTIES. The civil defense and disaster duties
of the deputy director and the chiefs of operating services and special

services shall be as described in "United States Civil Defense,
National Security Resources Board Document 128, dated September 8~
19~0, copies of which shall be filed in the office of the city clerk
for use and examination by the public. Such duties as described in
"United States Civil Defense" may be changed from time to time by the
~irector by written administrative orders, particularly for the
purpose of conforming to recommendations of the state director of
civil defense or subsequent modifications recommended by t~S federal
civil defense administrator. Upon recommendation of the civil defense
and disaster council of the City of Bakersfield, such duties shall
be changed in accordance with such recommendations.
