WHEREAS, State Highway Route 57, also known as Highway
178, which passes through the City of Bakersfield in a general
easterly and westerly direction, is carrying an ever-increasing
volume of traffic, and
WHEREAS, the aforementioned highway as presently laid
out does not provide a direct route through the City of Bakersfield
but meanders over several streets in the city which are already
congested by local traffic and traffic from other highways leading
into the city, and
WHEREAS, the present route crosses at grade the tracks
of the Southern Pacific Railroad and State Route 4, also known as
U. S. Highway 99, and as a result traffic using said State Route
~7 is often delayed in its passage through the City of Bakersfield,
and
WHEREAS, in order that the full traffic-carrying capacity
of said State Route %7 may be fully realized, said route should be
realigned so as to provide a more direct route through the city,
and a grade separation over the tracks of the Southern Pacific
Railroad and State Route 4, also known as U. S. Highway 99, should
be provided.
NOW, THEREFORE, BE IT RESOLVED that the Council of the
City of Bakersfield does hereby urge and recommend to the California
Highway Commission that State Route 57, also known as Highway 178,
be realigned so as to provide a more direct route through the City
of Bakersfield, preferably by designating Niles Street from Baker
Street to Union .Avenue as a' portion of said route, and further
recommend that the program of improvement of said route as so re-
aligned include in 'one and the same unit tile construction of a grade
separation connecting Niles Street at Union Avenue with 24th Street
west of State Route 4.
Be it further resolved that a certified copy of this
resolution be forwarded to the California Highway Commission.
I HEREBY CERTIFY that the foregoing Resolution w~s passed
and adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on the I~ day of September, 1949, by the
