HomeMy WebLinkAboutRES NO 29-49RESOLUTION NO. 29-49 A RESOLUTION MAKING .APPROPRIATIONS FOR THE :]0VERNMENT OF THE CITY OF B~.IERSFIELD F0i~ THE FISCAL YEAR BEGINNING JDi~LY 1, .~"1949, and ENDING JUNE 30, 1950~' AND PROVIDING FOR NECESSARY ADJUSZ~bE~NTS AND TRANSFERS OF APPROP~iATIONS ;.VITHIII TKE BUD GET. V~EHEAS, in accordance with the Charter of the City of Bakersfield, there has been prepared and submitted to this Council a proposed budget showing revenues mnd expenditures necessary to the operations of the various departments, divisions and agencies of the City during the fiscal year 1949-50, and WHEREAS, the City Council has studied, reviewed, revised and adopted this budget'and is familiar therewith, NOW, THEREFORE, be it resolved that the amounts hereinafter specified, as found and determined by this Council, or so much thereof as may be necessary, are hereby appropriated and allocated, subject to the conditions and adjustments hereinafter named, as follows: .1. The Council shall have and retain the sole power to make chan~es in total appropriations and transfers between or ~nong the agencies listed herein, except as hereinafter provided, ~hanges of appropriations, revisions or transfers of allocations within the budgets for such agencies shall be made at the discretion of the City ~anager, 2o Re-allocations and transfers from the City Manager- Contingencies allotments shall be at the discretion of the City ~anagero · -' 3. The ~nounts designated in the budget as "unapplied appropriations" shall be encumbered, transferred or re-allocated only upon the instructions of the City Coancil. 4. Those Working Capital and Revolving Fund Agencies in 'the Supplementary Budget shall receive moneys for the support of the expenditures of such agencies through inter-departmental charges for -1- services, supplies, mater1"als and equipment ~entals and such trans- fers as are provided in the Budget or as may be hereafter provided in accordance with the provisions of this resolution. 5.
