~'FHERE~S, the California State Legislature has placed
a constitutional amendment known as PropOsition No. 18 on the
November 2rid general election ballot, which amendment would
require the State to reimburse cities, counties and districts
for tax revenues lost as a result of the'thousand-dollar veteranS'
exemption. and welfare exemption, and
Y,fi-F~.i.~EiS, these'exemptions,. vzhich were voted by the people
of the entire state, have caused an increasingly heavy burden
on the local property taxpayer, and
i:fitERE&S, the State is in a better position to assmine the
burden of these. exemptions because they ~vill thereby be borne by
the entire population of the State, rather than the property tax-
payers alone who constitute only about 49'j~/ of the people of the
State, and
~XERE&S, the passage of Proposition No. 18 will result
in an annual Saving to local property taxpayers of the State of
about twenty million dollars, and
V~IERE~S, the passage of ~his constitutional amendment
will have no effect on the status of the veterans' and welfare
exemptions.
NOW~ TKEREFOi~ BE IT 1-tESOLVE'D that the Council of the
City of Bakersfield does hereby urge the voters to approve
Proposition No. 18 at the General Election, and that appropriate
publicity be given to this action of the Council by furnishing
copies of this Resolution to the. press and radio stations of the

voted in favor of ratifying and did ratify said proposed amendment

That Sub-section (i) of Section (1F~) tl of the Charter of the
City of Bakersfield~ be amended to read as follows=
(i) Deductio~ for normal sad dependent contributions shell
be based on the entire compensation of a member,

provided, the Board of Supervisors of the. County of Earn caused the
Cerk of said County to canvass the returns of ~aid eleCtion~ and
said Clerk did duly and regularly canvass the returns of said election
and on the 23rd day of I~'ovember~ 1948~ did certify the results of
said canvass-to. the- City Council of the-City of Bakersfield', and on
the 29th day of November, 1948~ the said City Council did duly find,
determine and declare the. result of said special etection~ as determined
from the Canvass of the retumnc therefor aforesaid to be that $ majority
of the qualified electors of said city Voting. thereon had voted in
favor of' and ratified said amendment to the charter of the City of
'Bakersfield as-heroinabove last set forth, and alleged to have been
so ratified; and
