HomeMy WebLinkAboutRES NO 2-48RESOLUTI0~NO. 2-48 WHEREAS, the 'City of Bakersfield is a municipal corporation organized. and existing under the la~s of the State of Cslifornia v~ith a metropolitan population of approximately eighty thousand and situated in the center of a rich agricultural and industrial area; and WHEREAS, there is an acute need for the immediate construction of ISA~ELL.A DA~,~, which is designed to develop complete reservoir control of the flood waters of the Kern River flowing through the center of the aforementioned agricultural and industrial area, in order to prevent damage amounting to several millions of dollars to valuable property holdings both inside and immediately adjacent to the City of Bakersfield, which at times of peak flow has been prevented only by the most extreme efforts; and V~iEREAS, in past years, valuable property has been damaged and destroyed and lives have been lost in areas not immediately adjacent to the City of Bakersfield as a result of disastrous floods of the Kern River; and WHEREAS, the acute need for the construction of said DA~ has been amply demonstrated by investigations and reports of the Corps of Engineers, U. S. Army, and evidence taken at hearings before the ~lood Control Committee of the House of Representatives and the Senate Commerce Committee, andas the date of the next major i~ood approaches, and the population of this coinunity continues to grow, and as the property liable to damage and destruction by the flood waters of the Kern River continues to mount, the arguments in support of the immediste construction of IS.ABELL.a D~ become increasingly powerful; and WHEREAS, the construction of IS.AB~L.a D.a~ was authorized by the Flood Control I&ct of 1954·;I and WHEREAS, there has been included in the proposed federsl budget recently submitted by President Truman to the Congress of t+he United States, an item calling for the exp.enditure of three million dollars for the furtherance of this' badly needed project. NOW, TP,~,REFORE, BE i~::RESOL'VED by the Council of-the City oi' Bakersfield, County of Kern, State of California, that the Congress of the bnited States is hereby urged to approve that item in the proposed federal budget which calls for the expenditure of three million dollars toward the further cons~uction of the tS,&BELL.~ D.~,: project~ in order that additional great losses of property .and possible further loss of lives may be averted. Elliott~ Congressman from the Tenth Congressional District, and the Honorable Sheridan Downey and the Honorable William F. Knowland~ Senators, of the State of California. -o0o ........
