HomeMy WebLinkAboutRES NO 14-46 P,E~LUTION NO. 14-46 A RESOLUTION PROPOSING AMENDMENTS TO THE CITY CHARTER .BY THE LEGISLATIVE BODY. OF THE CITY OF BAKERSFIELD. BE IT RESOLVED BY THE COUNCIL OF THE CITY OF BAKERSFlED, as follows: That the legislative body of the .City of Bakersfield proposes amendments to the Charter of the City of Bakersfield, to wit: PROPOSITION NO.. 1. That Section 43 of the Cha~er of the City of Bakersfield, entitled QUALIFICATIONS OF OFFICERS AND EMPLOYEES, be amended to read as follows: Qualifications o__f Officers and Employees Section 43. Except as otherwise specified in this charter, the qualifications of officers and employees of the city~ shall be as follows: Each elective officer must be a citizen of the United States, of the State of California, and of the City of Bakersfield, for three years next preceding the date of his election. Residence within the limits of any territory which has been or may hereafter become annexed to the City of Bakersfield, shall after any such annexation has been accomplished, be deemed and construed to have been within the city. Appointive officers, subordinate officers, all municipal employees and all members of any board or commission authorized by this charter must be citizens of the United States and residents of the City of Bakersfield, and must remain residents of the City of Bakersfield during such appointment or service. PROPOSITION NO. 2. That Section 61 of the Charter of the City of Bakersfield, entitled DEPARTMENTS, he amended to read as follows: Departments Section 61. The Department of Public Welfare shall include . t-he followin~ subordinate depSrtmentsx Public Health and Sanitation. ~ublic Charities. Parks and Playgrounds. · N0.twithstanding any provision in this charter or in the amend- ments thereto to the contrary, the Council maY, by ordinance, abolish the Department of P~blic Health and Sanitation and the office of Health Officer provided for therein, and provide for the exercise of the powers and duties of the Health Officer by contract with the County of Kern through its department of health. Upon termination of any such contract, the Council shall, by ordinance, reestablish the Department of Health and Sanitation and the office of Health Officer as the same existed prior to the enactment of the ordinance abolishing the same. PROPOSITION N0. ~. That Section (224) 4 of the Charter of the City of Bakersfield, entitled EXAMINATION OF APPLICANTS, be amended to read as follows: Examination of ADnlicants Section (224) 4. All applicants for places on the Police Department or for promotion, shall be subjected to examination, which shall be public, competitive, and free. Such exem~netions shall be practical in their character, and shall relate to those matters only which will fairly test the relative capacity of the person examined to discharge the duties of the positions to which they seek to be appointed. Every appointee to the Police Department, at the time of appointment, shall be not less t4an twenty-one (21) years of age, and not more than forty-five (45) years of age and must pass the physical tests prescribed by the Civil Service commission which shall not be less stringent than those required of recruits to the United States Army. No question in any examination shall relate to political or 2~ religious opinions or affiliations.
