1. WHEREAS the ~tate of California:under Chapter-47, Statutes of 1944,
(4th Extra ~ession) has appropriS~ed~]funds for allotment by the Director~
of Finance to provide financial assistance to Local Agencies defined
therein as counties, cities or citie~ and counties for the purpose of
defraylug not to exceed one-half [thee'cost of preparing engineering field
surveys, engineering or architectural designs, and workiD~ and detailed
drawings and specifications (hereina~ter called "Plans") required for
postwar public works projects described as "specific projects" in said
2. W}EREAS, the CITY OF BAIGERSFIELD~ hereinafter designated as "Local
.Agency", desires to apply.to the Director of Finance and/or the Post War
Public Works Review Board, as the_~case may be, for an allotment of the -
State's share of the estimated cos~ of preparing the completed plans
hereinafter'mentioned and'there has been prepared and presented to this
Legislative Body for consideration an application for such purpose; and
3- '~R~AS, Local Agency has provided, or.will make'available upon
approval of the aforementioned application, sufficient funds to prepare
the completed plans herein mentioned~
4. NOW, THEREFORE,'BE IT RESOLVED, that'Local .Agency submit the afore-
said application. to the Director of Finance and/or the Post War Public
Works Review Board, as the case may be, requesting allotment of Fi~e
Thousand Seven Hundred. Forty'four ($~,744.00) Dollars,'being not more
than one-half the cost of preparing said completed plans, or for such
amount as may be approved by the Director of Finance and/or the Post War
Public Works Review Board (said allotment to be' used for the' ~urpose of
defraying the cost of preparing said completed plans required , for a
specific pro.ject to be .undertaken by Y local agency and described as:

5- BE IT FURTHER RESOLVED, that the estimated cost of pre aring such
plans is Eleven Thousand Four Hundred Eighty-eight ($11~4~B.O0) Dollars
and that Local ·Agency has made. provision for-paying'one-half or more 'of
the cost of preparing such plans~
6. BE IT FURTHER RESOLVED,'that for the purposes of this.application,
J'. HOLFELDER, City Engineer, Room 6DCity Hall, Bakersfield, California,
be and-he hereby is designated as the authorized agent of Local Agency
and is hereby authorized and directed-to sign-the abovermentioned applica-
tion on behalf of the Local Agency and submit the.-!s~e to the Director
· of Finance and/or the Post War Public-Works Revie~-.-B~ard together with
a certified statement of the estimated cost.of preparing such plans and
such other information as may. be required; and s~i~_&uthorized agent is
further authorized and directed as the'representa~iV~ of~Local .Agency,
to conduct all negotiations and conclude. all arrangements, including
submission to'the Director of Finance of applicat~on~ for reimbursement,
'which may be necessary to secure reimbursement fo~"~he state's share of
the expenditures made in preparing said completed!.pl~ns.
I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield,
at a regular meeting thereof held on the llth day of Narch, 1946,
by the following vote:
AYES: Carnakis, Cr,oss, Norris, Ryder, Siemon, Vanderlei, Ver-cammen
