~HEREAS, the citizens, merchants, manufacturers~ and agri-
culturists of the County of Kern are interested in the preservation
of economical and stabilized freight rates in inter-state commerce,
which rates are essential to the welfare of the nation at large,
and of the County of Kern, and
V~KEREAS~ recent activity by the Department of Justice of the
United States of .&merica has been directed to the end that railroads
be subjected to the penalties provided in the Sherman Anti-Trust
.~ct, and
V~TERE~S, the Inter-state Commerce Commission of the United
States of America is a board created by the' Congress of the United
j
States_, having for its purpose theeregulation of activities of
railroads, including the stabilization of freight rates and the
preservation of economical rates throughout the country at large, and
V~ERE&S, it is the opinion of this Board that the welfare of
the country and of theICounty of Kern could best be served by having
such matters subject to the exclusive jurisdiction of the Inter-state
Commerce Commission,
NOW, THEREFORE, BE IT RESOLVED: That the Council of the City
of Bakersfield, California, endors~ legislation designed to place
all matters pertaining to agreements between common carriers rela-
tive to the regulation of their relations with each other pertaining
to inter-state traffic and commerce exempt from the provisions of
the Sherman .~nti-Trust &ct, provided such'agreements be submitted
to to the Inter-state Commerce Commission of the United States of
.America and its consent and approval thereto be first had and obtained.

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council of the City of Bakersfield, at a
regular meeting thereof held on the ~th day of November, 194~,
