WHEREAS, federal funds have been made available to public
agencies under Title V of the War Mobilization-and Reconversion .Act
of 1944, to aid in financing the cost of plans and specifications
and other action preliminary to the construction of public works,
and
WHEREAS, the State of California has appropriated funds for
allotment by the State Director of Finance to provide financial
assistance to local agencies such as counties, cities, or cities and
counties, for the purpose of defraying.nOt to exceed one-half the
costof~plans and specifications required for post war. public works
/
projects as provided for under Chapter 47 of the Statutes of 1944
(4th Extra SeSsion), and
WHEREAS", the City of Bakersfield desires to apply'for financ-
ial assistance from the Federal Government and the State of California
under the acts mentioned above;
NOW, THEREFORE~ BE IT RESOLVED that the Council of the City
of Bakersfield does hereby appoint J'. Holfelder, City Engineer of
the City of Bakersfield, ashauthorized agent of the City of Bakers-
field, in preparing and submitting applications to Federal, State
and'other agencies for funds to be used by the City of Bakersfield
for the preparation of plans and specifications for post war public
works.

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield,
at a regular meeting thereof held on the 22nd day Of October,
194%, by the following vote:
AYES: CARNAKIS, Cross, N~rris, Ryder, Siemon, ~e~cammen
NOES: None
ABSENT: Vanderlei
