W~REAS, it was tacitly understood by the City Council
and representatives of'the Employees Association at last budget-
making time that the salary-wage question would be given subsequent
study and consideration by representatives of the Association and
the City Council; and
~EREAS, questions as to hours and wages have been
forcibly thrust upon the attention of the country during the past
few weeks without public preparation for or understandihg of the
basic problems and considerations involved; and
~K~REAS, the public welfare of this City depends in a
large measure upon the fairness and justice of the City towards its
officers and employees, and upon a public understanding of wage and
hour conditions affecting them, and such groups should not be con-
strained to resort to coercive measures to secure a hearing on what-
ever ground of complaint they may have as to such matters;
NOW, THEREFORE, BE IT RESOLVED that a Committee of the
City Council be appointed to meet with the representatives of the
City Employees Association and of the Business Lien's Association to
examine into, study and report upon the matters of wages or salaries
and hours of City Employees, to devise some permanent system of wage
adjustments, and fixing rates of pay based upon qualifications and
continuity in service and such other matters as may affect the question
of what rules and regulations should be adopted, if any, to improve
the public service, to provide compensation commensurate with living
conditions and required hours of service; and to report findings
and recommendations to the Council for such action thereon as may seem
fit and proper; and
BE IT ~RTHER RESOL~D that the Mayor, with the consent
and approval of the Council, appoint t-Prree members of the Council to
serve as representatives of the City, ann that the City Employees
Association be requested to designate one person from each depart-
ment of the city service~ and that the Business Llen's Association
be requested to designate three persons~ as representatives from
their respective organizations to serve with members of the Council
in making the study provided in this Resolution.

I PHEHEBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield, at
a regular meeting thereof held on the 8th day of October, 1945, by
the following vote:
AYES: CARNAKIS, CROSS, NORRIS, RYDER, SIEMON, VA~ERLEI, VERCAMMEN

ABSENT: NONE
