~i~rF~RE~S~ an early preparation of plans for and determination of
the locations of overpasses and/or underpasses in the City of Bakers-
field is imperative; and
~firERE&S, federal funds have been made available under Title V
of the Federal War ~iobilization and Reconversion Act of 1944; and
~TERE&S, State funds have been made available under Chapter 47
of the. 194~ Special Session of the California State Legislature for
local plan preparation~
NOW, THEREFORE~ BE IT RESOLVED~
That the City Manager, with the aid and assistance of the City
Engineer and City Attorney, be directed by the City Council to prepare
and file, at the earliest possible moment, application for both federal
and state funds to complete detailed plans and specifications for at
least two underpasses. or overpasses, one at ~he Southern Pacific tracks
and one at the Santa Fe tracks, at such points and/or streetA as .may
be determined upon by the Planning Cormnission as hereinafter provided;
BE IT FURTY.~R RESOLVED~ that the Planning Commission immediately
take such steps as it may deem necessary to fix and determine where,
in its opinion, said underpasses or overpasses should be located~
60nducting such surveys as it may deem'necesSary to either confirm
selections of sites as may have been tentatively made heretofore, or
to determine anew where such underpasses or overpasses should be located,
and Feport its findings and recomendati0ns to the Council at the next
meeting;
Ai~ BE iT FURTi~R RESOLVED, that the Council stands ready to
defray the reasonable expense of preliminary surveys by the Plannin.g
Commission '~and that it d~si~es the Planning Commission to present to
the Council a report containing recor~nendations of proposed planning
for' the ensuing fiscal year, together with a budget of proposed
exPenditures connected with such r. ecommendations,

I HEREBY CERTIFY that the foregoing Resolution was passed and
adopted by the Council of the City of Bakersfie!d~ at a regular
