V~-IERFAS, the progress of the City of Bakersfield into a
greater City of Bakersfield, both economically and culturally, is
the aim and desire of this'~Oouncil, and
VEEREAS, the City is ,,now faced vxith an acute problem which
has arisen because of the growth of population in its immediate
environs which uses but is not a part of the City, and
~'~--XEREAS, it is imperative that the City expand its terri-
tory and pop~ation to insure its progress~ to afford adequate fire~
police and sanitation protection~ to provide for adequate recreation~
and c~tural facilities, and~to establish a high and uniform stand-
ard of gro~h and development, and
V~E~EAS~ the City proper has a rated pop~ation' of 29,252
but serves a metropolitan pop~ation of 80~000~ due to the fact that
there has been no annexation of territory to the City in the past
19 years, and
V~-iEaRE&S, thiS. condition has resulted in a gradual retro-
gression of the City·in the consideration of state and national
authorities, and limits .appropriations due the City from state and
national sources and materially curtails the future of the City from
an economical and cultural standDoint.
NOW, THEREFORE~, BE IT RESOLVED by the Council of the City
of Bakersfield, that the annexation of territory and the expansion
of the City to include~areas adjacent to the city limits, is highly
desirable and will be beneficial to all people residing in the
greater area and annexation of new areas ~till further the welfare
and progress of the inhabitants and the City in general.

passed and adopted by the Council of the City of Bakersfield~
