WHERw_~S, Robert C. Knight has been Chief of Police of
the City of Bakersfield, for the past thirteen months; and
VfiiEREAS, due to the war and the fact that higher salaries
were being offered elsewhere, a new group of men had to be employed
and trained in police work and crime detection; and
WHEREAS, Robert C. -Knight did'~;.lemploy and train this group,
building up his department to a highly efficient standard; and
WHEREAS, due to war hysteria and other reasons, crime has
been definitely on the increase in all parts of the City and County
of Kern, and elsewhere; and
WHEREAS, during the administration of Robert C. Fmight as
Chief of Police, perfect harmony and cooperation has existed not
only among the personnel of his department but between the various
other City and County offices and particularly the Sheriff's office,
and
VfiTEREAS, it has come to our attention that the citizens of
Bakersfield are highly pleased and satisfied with the work done
by the Police Department of this City during the time Robert C.
Knight was Chief of Police,
NOW, THEREFORE, BE IT RESOLVED that we, the City Council of
the City of Bakersfield, go on record as highly cormending Robert C.
Knight for the efficient and capable manner in which he handled
the office of Chief of Police; for his ability to keep harmony in
the department; for his cooperation with the various City and County
offices; for his ability in handling crime detection and apprehension;
for his cooperation and courtesy to the citizens of this City; and
for his untiring efforts to make the office of Chief of Police of
the City of Bakersfield, and the Police Department, one of the most
outstanding Police Departments in the State of California.

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council of the City of Bakersfield~ at a regular
meeting thereof held on the 12th day of July, 1943, by the follow-
'ing vote:
