~tlEREAS, frequent public solicitations are being made
within the City of 3akersfield for fund raising campaigns, includ-
ing campaigns national in scope; and
WHEREAS, it is the sense and opinion of the City Council
that before said solicitations are made and payment there6f is
had, that a committee of thirteen, representative of all walks of
life within the City of Bakersfield, should review and authorize
said fund raising campaigns in which general public appeal is to-
be made;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF BAI(ERSFIELD that the Mayor be instructed to appoint a committee
to be known as the "C0~:IIITTEE REVIEWING AND AUTHORIZING FUND RAIS-
ING C~PAIGNS IN V~-IICH GEI',qERAL PUBLIC APPEAL IS TO BE ~DE"; that
said Committee shall consist of thirteen members, and that no general
public appeal to raise funds shall be made within the City of Bakers-
field unless said Committee has reviewed and authorized and approved
same.

I HEREBY CERTIH that the foregoing Resolution was passed
and adopted by the Council of the City of Bakersfield on the 31st
day of august, 1942, at a regular meeting thereof, by the following
vote:
AYES: CLEMENTS, MARMADUKE, NORRIS, SIEMON, SMITH, VANDERLEI, VERCAMMEN
