A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERS- FIELD PROVIDING FOR THE APPOINT~ENT OF A LOCAL PROPERTY OFFICER PURSUANT TO REGULATIONS N0.1 OF THE OFFICE OF CIVILIAN DEFENSE. BE IT RESOLVED BY THE COUNCIL OF THE CITY OF BAKERSFIELD, as follows: SECTION l_~. Local Pro_Rer~Officer. OCD Regulations No. i issued by James M. Landis, Director of Civilian Defense, on Narch 18, 1942, provide as a condition precedent to the making of any loan to a city of equipment and supplies for the protection of persons and property from bombing attacks, sabotage and other war hazards, that the City Council shall provide for the appoint- ment of a Local Property Officer to serve as the authorized agent of the community toreceive such loan upon such terms and conditions as shall be prescribed by the Director of Civilian Defense. SECTION 2. ~ow~rs a__n_dDuties._. The powers and duties of such officer are those specified in the regulations, referred to in Section l, which create such office and which provide that the person appointed to.such office by the duly authorized appointive authority shall be subject thereto and to any other rules, regulations, orders or instructions of the Director of Civilian Defense. S CTI N Such officer is required by the regulations to furnish a bond in the amount of Five Thousand Dollars ($~,000.00)~ and the premium therefor is hereby declared to be a proper charge against the City; such bond to be executed in the form and manner required by the Office of Civilian Defense. SECTION 4_~.ADDo!~tment o!~ocal P_rp_~rt_~0__fficer~ That the City Manager appoint a Local Property Officer to hold office at the pleasure of the City Manager~ and to serve without compensation from the City for his services in such capacity. Such -1- Local Property Officer is hereby authorized to receive and accept on behalf of said City all equipment, supplies, materials and money offered, granted, loaned, leased or otherwise made available to said City, or any officer or department thereof, by the Federal Government to carry out any defense program~ act or activity. SECTION ~.
