RESOLUTION IN REGARD TO TtTE BAiCD]RSFI~D
DEFENSE RECREATION COb'i,iITTEE.
WHEREAS~ the Young Nens' Christian Association of Kern County,
an incorporated association, is acquiring a building in the City of
Bakersfield, which is to be purchased by public subscription, and
which is to be used in accordance with the purposes for which said
association has been formed;
AND¥~REAS, it has been determined by the Bakersfield
Defense Recreation Committee that such building may be remodeled
and rehabilitated to make it suitable for use by the United Service
Organizations;
AND V~r~R~jAS, funds may be secured from the Federal Works
Agency with which to remodel and rehabilitate said building, and to
place it in condition to be used by the United Service Organizations
as a recreation center and meeting place for men in the armed forces
located in this vicinity;
AND WSREAS, it is necessary to have some person designated
for the purpose of making application for said funds from said Federal
Works Agency, through the Public Works Administration, to negotiate
and arrange for a lease of said building to the United Service Organiza-
tions for a recreation center, and to secure the necessary financial,
legal, engineering and architectural services,
NO~, THE~iEFORE, BE IT HEREBY RE~OLP~D BY THE COUNCIL OF T~E
CITY 0F BAi~'R~;FIELD that application be made by the Defense Recrea-
tion Committee to the said Federal ~Vorks Agency, through the Public
Works Administration, for sufficient funds for the rehabilitation and
remodeling of said building, and for the purchase of furniture and
fixtures therefor, and that R. M. Ford, Chairman of the Bakersfield
Defense Recreation Committee be authorized to make such application
and to act as representative in arranging for a government grant to
be used in making said building suitable to the needs of the United
Service Organizations; that Earl J. ~iner, City Assessor, be and he
is hereby designated to furnish and provide such valuations in
financial matters as may be necessary to such application; that
Charles H. Biggar be and he is hereby designated to furnish such
engineering and architectural information as may be required in connec-
tion with such application; and that Ray Y. Burum, Assistant City
Attorney, be and he is hereby designated to furnish such legal informa-
tion as may be required in connection with the making of such applica-
tion; it being understood that such information so to be furnished
shall in no manner obligate the City, nor shall the City be obligated
in any way except for the designation of such officers.
ADS BE IT FURTHER RESOLV]~D that said Bakersfield Defense
Recreation Committee be and it is hereby authorized'and empowered
to make such application and to sign such contracts, and do and
perform such other acts and things as may be necessary to secure
such funds in such amounts as may be deemed necessary for the purposes
above specified, and to act in the premises in such manner and through
such officers or agents as the Comiittee may designate.
Nothing herein contained shall be deemed or construed to
obligate the City of Bakersfield in any manner in reference to the
use of said funds or for the re-payment thereof, except as it may
be legally responsible for the acts of said Bakersfield Defense
Recreation Committee.

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council of the City of Bakersfield, at a regular
meeting thereof, held on the /~ day of ~ugust, 1941, by the
