NO. 14-40 RESOLUTION EMPLOYING A PERSON FOR THE PURPOSE OF TYPING AND PREPARING THERESOLUTIONS, NOTICES, AND OTHER PAPERS AND PROCEEDINGS IN THE MATTER OF THE PAVING AND OTHERWISE IMPROV- ING OF 21ST STREET BET~EN THE EAST LINE OF L STREET AND THE EAST LINE OF Q STREET, IN THE CITY OF BAKERSFIELD, CALIFORNIA, KNOWN AS PUBLIC IMP~0VEMENT DISTRICT NO. 631. WHEREAS, it is contemplated and it is the intention of the City Council of the City of Bakersfield, California, proceed- ing under the provisions of the "Improvement Act of 1911", approved April 7, 1911, as amended, to carry through proceedings for the paving and otherwise improving of 21st Street in said City, between the east line of L Street and the east line of Q Street, known as Public Improvement District No. 631, AND WHEREAS, it is necessary that some competent person be employed for the purpose of typing and preparing the resolutions, notices, and other papers and proceedings, and any other work author- ized by the "Improvement Act of 1911", and for the issuance of bonds therein under the "Improvement Bond Act of 191~" approved June ll, 191~, as amended, NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF BAKERSFIELD, as follows: That A. S. Monroe, a Civil Engineer registered under the laws of the State of California, be and he is hereby employed for the purpose of typing and preparing the resolutions, notices, and other papers and proceedings for any work contemplated by the City Council under the provisions of the above mentioned acts, in the matter of the improvement of said 21st Street; That the compensation of the said A.' S. Monroe is hereby fixed at a sum equal to one and one-half per cent (1½%) of the construction cost of said improvement, for such services, which -1- said compensation shall be included as incidental expenses and become a charge against the Special Assessment District for said improvement. In the event that any of the proceedings initiated cease or are abandoned before the awarding of the contract, the City of Bakersfield shall only be liable for the time actually incurred by the said A. S. Nonroe, at the rate of twenty-five dollars ($25.00) per day for such services, together with an automobile allowance at five cents (5¢) per mile, which said amounts shall be submitted to the City Council by an itemized sworn state- ment of such services and expenses, provided that such total amount in the event of such abandonment shall not exceed the sum of one hundred and fifty dollars ($1~0.00). Payment of said compensation shall be made as follows: 0ne-half (½) of the total fee under this Resolution of Employment shall be collected from the contractor as incidental expenses, and shall be paid to the said A. S.
