WHEREAS, City Engineer Jo Holfelder is incapacitated and
the time of his return to duty is uncertain,
AND V~HEREAS, the immediate preservation of the public
health, peace, property and safety, and the daily operation of
the Engineering Department make it necessary to designate a
Registered Civil Engineer to perform certain duties in connection
with P.W.A. Docket Calif. 1892-F,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF BAKERSFIELD that Senior Engineer H. D. Pope of the Engineer-
ing Department is hereby authorized and empowered to sign, and he is
hereby designated as the person to sign all documents in connection
with P.W.A. Docket Calif. 1892-F, in lieu of City Engineer J.
Holfelder.
This resolution is hereby declared to be an emergency
measure within the meaning of Section 24 of the Charter of the
City of Bakersfield and shall take effect immediately upon its
passage.

I HEREBY CERTIFY that the foregoing Emergency Resolution
was passed and adopted by the Council of the City of Bakersfield
at a regular meeting thereof held on the~day of June, 1940,
