~iEREAS, it has been brought to the attention of the Council
of the City of Bakersfield that a bill is at present before the
Congress of the United States, known as the Starnes Bill, v~bich sets
up anlappropriation for Public Works Projects for the ensuing year,
and
~EREAS, many communities in this county are in dire need
of Federal help in providing school housing facilities for the
large influx of population from the dust bowl regions, and
V~EREAS, previous Public Works grants have been made in the
order of their submission, rather than on the basis of need, and
VjHER?~S, in the belief of this Council, communities where
Federal aid is needed most, the unemployment problem is also the
most acute,
NOU, THEREFORE, BE IT RE~0LVED that the Council of the City
of Bakersfield does respectfully urge that appropriations be made
as provided in the Starnes Bill with the provision that grants will
be made in the order of greatest need;
AND BE IT FURTHER RESOLVE~ that the Clerk of the Council
of the City of Bakersfield forward certified copies of this resolu-
tion to Hen. A. J. Elliott~ M. C., House Office Building, Washington,
D. C., Hen. Hiram Johnson, Senate Office Building, Washington, D. C.
and the Chairman of the Appropriations Committee, House of Representa-
tives, Washington, D. C.
