BE IT RESOLVED BY THE COUNCIL OF THE CITY OF BAKERSFIELD,
as follows:·
WHEREA~ it is to public interest and convenience that
the inland waterways of the State lof California be utilized to
their fullest extent; and
WHEREAS, the Federal Government has contributed the sum of
three million ($3,000,000~00) dollars to construct the Stockton Deep
Water Channel and the Stockton Po~t; and
V~HEREAS, the State of California has contributed the sum
of five hundred thousand ($800,000.00) dollars in order to aid and
assist said facility; and .
WHEREAS, the City of Stockton has contributed the sum of
three ~Lttlion ($3,000,000.00) dollars to construct said facility;
and
WHEREAS, the Port of StocktOn and many inland shippers in
interior California have petitioned the Maritime Commission of the
United States of America to establish basic rates for the Port of
Stockton; and
WHEREAS, the San Francisco Harbor is owned by the State
California; and
WHEREAS, the San Franci~sco Harbor Commissioners,.without
first consulting the Governor of the State of California, have
sought to intervene before the Maritime Commission, and to deny
to interior California and to the! City of Stockton basic water
rates; and
· NOW, THEREFORE, BE IT RESOLVED AND ORDERED that this Council
does herewith petition the Goverhor Of the State of California.to use
his best efforts and to insist that the San Fran~_s~Co Harbor Board ,
withdraw its intervention, and that the State of Cali'fOrnia remain
neutral in this problem involvi~ng one section of the State as against
another; : :
BE IT FURTHER RESOLVED AND ORDERED that the State of
California maintain its former policy established for over a period
of eighty years of remaining neutral in all rate matters;
BE IT FURTHER RESOLVED AND ORDERED that the Governor do
all things proper to see that no State bodies engage in any rate
matters seeking preference over one section of the State as against
another section.

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on the 14th day of February, 1938, by the
following vote:
