BE IT RESOLVED BY THE COUNCIL OF THE CITY OF BAKERSFIELD,
as follows:
V~EREAS, experience has shown that the provisions of the
District Investigation Act of 1933 are not entirely beneficial to the
public interests of the local communities in the organization of
Sanitary Districts, County Sanitation Districts, and Garbage ,Disposal
DistriCts, and
WHEREAS, the existing laws governing the creation and
organization of said districts hereinabove listed set up a complete
procedure for the enlightenment of the taxpayers in the proposed
district, provide for a complete plan and report to be filed, and a
public hearing thereon, before submitting the question of creating
the district to the qualified voters of the proposed district at an
election called by the Board of Supervisors; and
WHEREAS, by reason of the provisions of said laws'relating
to the creation of said districts, the purpose of said District
Investigation Act of 1933 is fully covered; and
~EREAS, the provisions of the District Investigation Act
of 1933 hinder and obstruct the organization of certain types of
Sanitary and Garbage Disposal Districts, the creation of which is
necessary for the preservation of public health and safety;
NOW, THEREFORE, BE IT RESOLVED that the Council of the
City of Bakersfield does hereby approve an Act to amend Section 23
of the District Investigation Act of 1933, by striking out the
following:

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council of the City of Bakers field at a regular
meeting thereof held on the//4 day of January, 193V, by the follow-
