A RESOLvEION RELATING TO RECREATIONAL PROGRAM
FOR THE CITY OF BAKERSFIELD FOR THE SUMT~ER OF
1936.
BE IT RESOLVED BY T~ COUNCIL OF T}~ CITY OF BAKERSFIELD,
as' follows:
WHEREAS, it is deemed to the advantage and best interest
of the City of Bakersfield that the things hereinafter m~ntioned be
done for the purpose of carrying out and consmating the recreation-
al program for the City of Bakersfield for the sumner of 1936;
AND WHEREAS, in order to consmate and carry out said pro-
gram the following thinfis should be dope by the City, to-wit:
1. Repair the pools. in Beale, Jefferson and Central
Parks to meet the requirements of the State
Health Department;
Have pools'ready for operation during the summer
of 1936;
2. Employ a Director of Recreation, fully trained and
qualified, from May 15, 1936 to September 15, 1936;
Employ capable assistants to act as life guards
for the pools in Beale, Jefferson and Central
Parks;
Employ three capable assistants to supervise
pla~ centers in Beale, Jefferson and Central
Parks, assist with the roller skating and
community nights;
3. Provide sufficient funds for supplies for swimming
program and supplies for playgrounds;
4. Light Beale, Jefferson, and Central Parks for even-
ing activities;
AND WHEREAS, the probable cost of such program and the ex-
penditures necessary to be made in connection therewith amount to the
sum of $10,000.00;
AND WHEREAS, it is necessary to secure the authority of the
Board of Equalization of the State of California allowing the City to
exceed. its statutory limitation on expenditures for the current year;
AND WIiEREAS, an emergency exists in connection with such
matters in that the swim~'ing pools and plunges in the parks cannot be
properly operated during the coming summer w~'thout such expenditures
and will not be properly operated unless such exoenditures are made;
NOW, THEREFORE, BE iT RESOLVED that an application be made
to the Board of Equalization of the State of California for authority
to exceed the statutory allowance on expenditures for the current
fiscal year in the sum of ~10 000.00 for such purposes; that the
~Iayor be authorized and directed to petition for such authority and
to attach to his petition a copy of this resolution, together with a
statement of the expenditures of the City of Bakersfield for the fis-
cal years 1932-33, 1933-34, and 1935-36, segregated by major budget
classifications, together with a copy of the 1935-36 budget, including
the items responsible for the excess expenditures, and also a state-
ment of the tax rates levied for each of the four fiscal years above
mentioned, and the s~nount of assessed valuation upon which such taxes
were levied;
AND BE IT ?'URTHER RESOLVED that application be inmlediately
prepared in accordance with this resolution and forwarded to the
Board of Equalization to be considered at its meeting on March 23,
1936.
