RESOLUTION INSTRUCTING THE CITY ENGINEER
TO .PREPARE A REPORT.
BE IT RESOLV]ED by the Council of the City of Bakersfield:
WHEREAS, it is the intention of this City Council to have
the costs and expenses of the operation and maintenance of the
street lighting system of the City of Bakersfield paid for jointly
by the property owners and the City of Bakersfield;
THEREFORE, BE IT RESOLVED that the City Engineer be and
he is hereby ordered and directed to file with this City Council
for its consideration a written report which shall contain substaN-
tially the following:
(1) A statement of the public ways or portions thereof
now lighted or to be lighted.
(s)
A general description of the lighting system to be
maintained and operated.
(3)
A statement of the general items of maintenance sand
operation,
(4)
An estimate of the operation and maintenance costs
of the system for the first year and an.estimated
amount of electric power necessary for the system
each year.
(5)
A plat or map of the district to be benefited by
such maintenance and operation, showing the public
ways to be lighted and the approximate location of
the lights to be maintained.

I HEREBY CERTIq_Y that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield,
on the/O~tday of February, 1930, by the following vote:

¥~, Tile UNDEfiSIGNED, as ~,iayor, Council and City Manager
of the City of Bakersfield, California, Kern County, endorse
the candidacy of the Hon. E. F. Brittan, superior court judge,
for appointment as Federal Judge for the Southern California
district to succeed the Hon. E. J. Henning, retiring jurist,
and extend our endorsement, lmowing the Hon. E. F. Brittan to
be an erudite judge, a capable attorney, a man whose civic
and political enterprise have always been motivated by fine
altruism, a man whose integrity, intelligence and legal merit
have already been attested by half of California and whose
personality is at this time evoking an increasing measure of
approval.
We wish without reservation, with a full measure of
our support as representatives of this city to present st this
time, with our complete accord snd hope, the name of the Hon.
E. F. Brittan for the aforementioned honor as judge of the
Federal Court.
