VfHEREAS, we are unanimous in the belief that the time has
now arrived for the City Council of the City of Baker~'~field to voice
its desires relative to our southern highv~ays;
AND !~:HEf~]A~], in doing so we are fully aware thst both ~the
San Joa~uin and Sacramento Valleys are vitally interested in our
southern gateways;
A~D ~tfHEREAS, we feel that it is to the best interests of
every locality concerned that the present Tehachapi Pass Road to-
gether with the present Ridge Route be maintained, and that in addi-
tion thereto the ~Droposed San Emidio and Sespe Canyon Highway to
'Fillmore be constructed;
Ai~D "~!HEREA~, we feel that the proposed San Emidio and Sespe
Canyon Highway to Fillmore would be the shortest and best route to
the ocean frontage to the south, and to the Harbor of Los ~getes,
and to the westerly portion of the City of Los ~ngeles, and other
coastal cities, and that said Sespe Canyon Highv~ay would aid mater-
ially in remedying the traffic congestion on the southern portions
of the present high~,~,~ays be supolying a second entrance to Los Angeles,
and that the same would traverse a stretch of fifty miles through
the beautiful Santa Barbs. ra National Forest, opening to the public a
scenic canyon of magnificence and beauty, and that the said SesDe
Canyon Road would provide a short and more direct route from the
~Test Side Oil Fields of Kern County to the Harbor of Los Angeles;
And f~rthsr that the said proposed road would likewise
aid materially in the rapid transportation of foodstuffs from the
San Joaquin Valley to the Los Angeles market; and for its possible
future strategical advantages to and from the U. S. Naval Oil Re-
serves;
NOW, THEREFORE, BE IT RESOLVED that Elmer ~fi_artin, the
Mayor of the City of Bakersfield be authorized to communicate with
the various officials interested in this proposed project, with the
view of securing and retaining both the Tehachapi and Sespe Canyon
Highways, and that he is further authorized to ask the cooperation
of the civic organizations of this City in this project, and to
cormnunicate with the t~iayors of the Cities of the San Joaquin and
Sacrsanento Valleys requesting their support.

I HEREBY CERTIFY that the foregoing Resolution was passed
